The quantity and quality of the cultivators gathered in this city were higher as compared to those in the primal chaos cities under the Great Void Heaven Temple because the Seven Star Oceanic Sacred World was much safer–the two religions would only dispatch incarnations of Primal Chaos realm expert into the Seven Star Oceanic Sacred World at most. Furthermore, those with sufficient statuses in the Seven Star Oceanic Sacred World could directly report upwards to those like Forefather Tian Yu and Devil Mountain Primogenitor for them to send their incarnations down.
Thus, some of those experts who could reach the fifth level Star Pagoda could easily occupy a region within the three great sacred worlds and did not have to fear the two religions.
