This was an interaction method, and he wasn't trying to force the two souls to enter. Everything was still up to them to decide.
However, what was beyond Xu Que's expectations was that the two souls cooperated well, and it seemed as if they understood that their child was asking them to enter the Celestial Artifact for their own well-being. This was why, after Xu Que used his Divine Psychokinesis to push them, the expressionless souls turned into two black rays and entered the Firestorm Wheels.
