Perhaps many people wouldn't understand. Even though heavy rain would be really troublesome for the local residents' combat preparations and logistics, it would be the interdimensional invaders who had the most difficult time.
From a certain standpoint, war was really fair as it would give both sides an equal amount of pain and difficulty. The rain would trouble the local residents while also sinking the demons, devils, and ogres into a quagmire as they had difficulties with logistics to begin with.
