This passage comes from Han Feizi's "Five Vermins."

Vermin refers to worms, metaphorically referring to parasites that harm the country and plague the people. Han Feizi likened scholars and knights to these vermins, signaling his deep disdain.

Right or wrong, Han Feizi's argument is not up for debate here, but one viewpoint he advocated has since ancient times been valued by rulers: order.
