There were two choices. The first was to give Lu Li two different types of normal Legendary gear – one item for his participation, and the other for his commanding. The other choice was giving him a Legendary badge, ring or necklace.
Since Lu Li had already received a Legendary necklace, he picked a ring this time.
Normal Legendary items weren't hard to acquire; this was evident from their run through the Blackrock Depths. However, Legendary grade accessory items were extremely rare, even in much more difficult dungeons.
