He planned to return during the Fourth Great Ninja War to reclaim the eye. By then, his third target — Obito's Mangekyou and bloodline — would be within reach. His second target was naturally Uchiha Fugaku.

However, just as they sighed in relief, the reattached arm quickly decayed before their eyes, turning into a lifeless, withered limb like a corpse's.
"What the hell is happening?!" Danzo roared in disbelief.
The medical-nin, equally horrified, stammered, "I... I connected your muscles, bones, veins, and nerves perfectly... I've never seen anything like this..."
"Then find out what's wrong!" Danzo's patience snapped.
"Y-Yes, Lord Danzo!" The medical-nin stumbled out, relieved to escape.
Danzo's gaze darkened. He didn't doubt the medic — everyone in Root was bound by his Cursed Tongue Eradication Seal, incapable of deception.
Which meant... the problem lay with the one who severed his arm.
Who was it?
Someone faster than Shisui's Body Flicker and capable of inflicting irreversible damage on his soul.
Could it be the masked man who controlled the Nine-Tails six years ago?
Danzo's heart pounded with dread. If the mysterious man obtained Kotoamatsukami, it could spell disaster for Konoha — a catastrophe akin to the Nine-Tails attack.
"No... I can't let that happen..."
Gritting his teeth, Danzo turned to a Root member. "Where is Orochimaru?"
"Lord Danzo, since his defection, Orochimaru has maintained little contact. Rumors say he joined a mysterious organization. His whereabouts remain unknown."
"Useless... you're all useless..." Danzo cursed, his face twisted in rage. "Find him! At all costs! And keep a close eye on the Uchiha. Report any suspicious movement immediately!"
He could not accept losing both his arm and the Mangekyou Sharingan. If anyone could fix his arm, it was Orochimaru.
"Yes, Lord Danzo!" The Root ninja vanished.

Late into the night, Hiruzen Sarutobi, the Third Hokage, puffed on his pipe, waiting for news from the Uchiha's meeting.
He wasn't concerned about the Uchiha's revolt — Fugaku was too hesitant, unwilling to act decisively.
As long as Shisui was removed, the coup would dissolve.
The only news Sarutobi truly anticipated... was Shisui's death.
