Chapter 1: Human Authority Warfare Act (One Shot)

Year 2490 A.D. of Earth Calendar Year.
Within a galaxy far away from Earth.
"W-we… made a mistake… We shouldn't have tested them." Said an alien as he looked at the screen in front of him.
The alien is known as Tessera Cheria, they look like humans but they have 4 arms and blue skin.
Behind the alien is another alien.
"Emperor, we should surrender. There's no hope, we have angered something we shouldn't have angered." The alien said to the man in front of him.
"I understand, Advisor. Proceed with the communication with the humans, we can no longer afford any losses." The emperor said. All the other aliens in the room started doing something with their computers as they try to establish communication with the humans.
"Just… Why did this happen?" The emperor muttered under his breath
"Because we tested their HAWA and now they have been angered." The advisor replied as he shook his head.

HAWA, also known as the Human Authority Warfare Act, is a law that was created by the Galactic Empire.
It is a law that was petitioned by the human representative to protect the extinction of other species during warfare, it is also a law that introduces a form of human rights to other species.
Humans are weak, everyone believed that this law was created by humans to protect themselves. But they finally realized that the warfare act was created by humans in order to protect the other species.

[ Connection Established ]
"Human Representative Alistair, I am Zergal Apato, the Emperor of Tessera Cheria. We have lost too many in this war and we now realize our sins. We are surrendering." The emperor said through communication.
A human man who looks to be 20 years old appeared on the screen. The man has black hair, and dark brown eyes.
Alistair started laughing as if he heard the funniest joke as he replied with a voice that caused the spine of the emperor to chill.
"The human planets that your species have destroyed amounted to 159. The smallest population within those planets is 6.9 billion, and the biggest is 87 billion. The total population that you have killed is estimated to be 3.5 trillion." He said
"Those planets surrendered and yet you destroyed them. Your species tested our limits. What makes you think that we will stop just because you surrendered?" Alistair asked them.
The emperor looked horrible as he replied with a shaky voice "T-the Human Authority Warfare Act… I-it states that if the other side surrendered, the war must stop and the losing party will become the subject of the winning party."
Alistair smirked as he replied "The galactic empire allowed the petition to temporarily stop the act, the moment that HAWA has been stopped, you should've expected that your whole race will become extinct. This communication is useless."
Alistair left the communication.
The emperor teared up, he looked down on humans and now he got a taste of true horror.
"Emperor, all of this is our fault." The admiral said as he looked at the screen showing the numbers of planets that the humans have destroyed.
"1,756 planets were destroyed and conquered by humans. We have lost more than we can count, we only have 4 planets left. Is our species really going to be extinct because of me?" Emperor Zergal asked himself as he continued "I don't even know what started this war."

The year, 2485 A.D. of Earth Calendar
Within a peaceful planet which is used by many races as their pitstop through the Galactic Travel.
A group of people, 3 humans and 5 other species. As they entered, the aliens in the bar looked at them and made fun of the humans.
"Look, a puny human. Hahaha, I heard they petitioned for HAWA to protect themselves." Said a board like alien and the others started laughing.
The 3 humans just shrugged and went to the counter. The 5 aliens behind them followed.
"Guys, just ignore them." A blue skinned female said.
"I am interested though, why did humans petition for HAWA?" Asked another blue skinned alien, this time a man.
A man with the name tag Alex replied "As they say, it is to protect humans but not completely correct."
Another human named James joined in "HAWA is petitioned to protect every species in the universe from extinction of warfare. You see, humans have always been cruel during war times."
Another human named Robert added "During ancient times from my home world, Earth of the Solar System. When in war, men would either be tortured and killed while women would be raped. Imagine you die in a war but your family won't even be able to retrieve your dead body. Your family might hope you are alive but unable to return home. Let's not even talk about your body being dissected to be studied and analyzed. You are not humans and therefore human rights doesn't exist for every other alien species. HAWA is put in motion to give the other race a chance to survive during war times and also give other species something equivalent to that of human rights."
As Robert said, the blue skinned aliens with them have a look of horror as if they had heard the scariest story.
Unfortunately the other aliens laughed it off and the new spread, making some aliens angry at humans for thinking that humans can wipe out a whole species.
During the first year of the war, the humans have lost a lot of planets and multiple trillions of population, not just against Tessera Cheria. Angered by this, the human representative forced the Galactic Empire to temporarily stop the Human Authority Warfare Act and started their counter attack.
Human technology have always been fast improving since the 20th century, and by the 21st century, human first came across the extraterrestrial, making their technological advances much faster.
Now, at present date 2490 A.D. of Earth Calendar, humanity have wiped out a total of 8 alien species and the Tessera Cheria is a new addition to the extinct species within the universe.
