The ruins of the Phantom Outpost still smoldered as Konoha's forces retreated, their minds weighed down by the implications of the mission's failure. Minato Namikaze stood at the edge of the wreckage, his fingers tightening around the cryptic message left behind by The Hollow Veil.

"Adapt… or be left behind."

Minato exhaled slowly. His instincts screamed that this was only the beginning. But the real question was—what was Ryouhei Kurozaki's true goal?

Debriefing at Konoha

Back in the Hidden Leaf, an emergency war council convened. Seated in the room were Hiruzen Sarutobi, Danzo Shimura, Shikaku Nara, and other high-ranking officials.

Minato stood at the center, recounting the failed mission. "The outpost was a trap. Not just in the physical sense—it was designed to let us believe we were making progress, when in reality, we only learned what he wanted us to learn."

Danzo leaned forward, fingers interlocked. "And what exactly did we learn, Fourth Hokage?"

Minato set the recovered blueprints on the table. "Technology. Advanced enough to change the very nature of how war is fought. If we don't act quickly, The Hollow Veil will turn the shinobi world upside down."

Hiruzen studied the plans in silence, a grim expression on his face. "Weapons that mimic jutsu without the need for chakra... This is more than a rogue scientist playing games. This is an ideological shift."

Danzo's eyes gleamed with interest. "If such weapons exist, then they must be secured for Konoha's future. This could give us an advantage."

Minato shook his head. "You're missing the point. We don't know how far his influence has spread. If we chase him blindly, we risk walking into another disaster."

Shikaku sighed. "This isn't a war we can win with brute force. We need intelligence, counter-strategies, and most importantly... We need to understand him."

Meanwhile, in the Shadows

Ryouhei Kurozaki sat in his secluded base, surrounded by screens displaying real-time information. He had anticipated Konoha's reaction. He had counted on it.

His second-in-command approached. "They survived, as expected."

Ryouhei smirked. "Of course they did. Minato Namikaze isn't foolish enough to die in a simple trap."

The man hesitated. "Then why let them take those blueprints?"

"Because," Ryouhei said, his eyes glinting, "what's more dangerous than an enemy with no knowledge? An enemy who thinks they have knowledge, but only possess what I want them to see."

The blueprints Konoha recovered were real—but incomplete. They would study them, attempt to replicate them, and in doing so, waste valuable time and resources chasing shadows.

"This war isn't about who has the strongest army," Ryouhei continued. "It's about who controls the flow of information. And right now... they're dancing to my tune."

His subordinate bowed. "What's our next move?"

Ryouhei leaned back, exhaling slowly. "We escalate. Konoha is watching me now, but they don't realize—I've been watching them far longer."

A pause. Then, a whisper.

"It's time to remind them that the real enemy... is already among them."
