Victor went cross the universe for 10,000 and created many types of life,like the ocean world filled
Gigantic creatures like the legendary leviathan,the death world filled with races that have the ability to steal energy,the sand world filled with voice copying creatures.
And while doing all this victor was creating a universal committee,it kept all living being in check and the base of the universal community was the elliptical galaxy M32 2.65 million light year away from earth.
The whole galaxy has teleporting gates and connecting many worlds,and the universal community use stronges races and smartest races in the universe and high level AI.
This region was pick for high resource and small area compared to other galaxies,and and follow the high rich area Andromeda galaxy.

Victor was sitting on thrown in the heart of M32 galaxy,he was not know as the god of the universe but the emperor of the universe he has "united" the races with his strength intelligence and his high hex core.
In these last 10,000 year Victor has developed the hex core as emperor,and the hex core is the main weapon of the universal committee,it a core place in the heart and it allows cosmic energy to past threw the body and empowering the body and soul to different stages and some even awaken psychic abilities.
Those who awakened there phychic abilities are called magi and those who have not awaken there psychic abilities are called hex core magi.
Magi was not thing but Victor made the awakening of psychic energy possible as he was a god and change the laws of the universe.

magi are beginners only able to strengthen there physical abilities,but a 6 rank magi is way stronger then rank 9.
Rank 5 magi must have psychic abilities,and below that are complete monsters there abilities to destroy worlds and solar system are another level.
Victor looked bored on his thrown and he split from his body and but another conscious that was him but not him entered into his body.
Then he started to design a gate he called the worm,it connected the universe to another dimension with horrible monsters.
Victor has seen the rise and fall of many races but it was never to test the races, they could destroy and any threat because of the help form the universal committee.
This dimension will reflect the worst of all races there nightmare there regret there fear there desire everything.
Then I release the monster inside the gate in a galaxy at the edge of the universe.
