Uchiha Mikasa was pleased with the reaction of the gathered clan members. Expressionless, she nodded and continued, "Through a fortunate turn of events, I made a breakthrough in my research."

"Combining medical knowledge with Uchiha techniques, I've developed a medicine that can strengthen and repair the wear and tear caused by the Mangekyō Sharingan."

"This medicine works to warm the eyeballs and eye meridians, repairing damage and preventing further deterioration. Additionally, it can enhance the ocular health of all Uchiha, whether or not they possess the Mangekyō Sharingan."

"In the future, this medicine will be included in the reformed Merit Pavilion as an exchangeable item. Any clan member who contributes enough to the family can obtain it."

Mikasa's voice turned cold and authoritative. "Now, tell me—do you agree with the reforms I've proposed?"

Over the past few years, her deteriorating health and weakened strength had diminished her authority within the clan, especially among the younger and middle-aged generations.

Today, she revealed her fully restored power to reassert her dominance, suppress dissent, and ensure the reforms could proceed without obstruction.

Simultaneously, this display of strength was a message to Sarutobi Hiruzen and the Konoha leadership: 'I have recovered. Abandon your little schemes, or face the consequences. This is a warning.'

She was Uchiha Mikasa, after all.

"Ah, this..."

The gathered Uchiha glanced at one another, unsure who should speak first.

Finally, the Second Elder stepped forward. "I agree. I trust that, under Mikasa's leadership, these reforms will bring great benefit to the Uchiha clan."

It wasn't just the reforms he trusted—it was Mikasa herself. Her abilities were beyond doubt.

Without her leadership, the Uchiha clan might have been torn apart by internal strife, with clansmen fighting over one another's Sharingan like vultures seeking resurrection coins.

It was Uchiha Mikasa who created the Izanami, using both her strength and wisdom to enforce order and prevent further bloodshed. Without her intervention, the clan might have spiraled into extinction.

The Third Elder then spoke, his tone measured. "In principle, I agree with the reform of the Merit Pavilion. It is well-structured and will bring progress to our clan."

"However," he continued, "I have concerns about the proposed reform of the Konoha Military Police Force."

"I have no objection to selecting elites from among our ranks to form an elite guard Team for specialized training and regular assessments. In fact, this is an excellent idea and reminiscent of Anbu. It will undoubtedly strengthen the clan's overall power."

"It will also allow the clan's most capable shinobi to focus on their growth instead of being bogged down with the Konoha Military Police Force's day-to-day affairs."

"But," his voice grew sharp, "opening the Konoha Military Police Force's membership to outsiders—civilian shinobi and even members of other clans—and relinquishing one of the captain's positions to them? That goes too far."

"The Konoha Military Police Force has always been the pride of the Uchiha, a symbol of our authority. Handing over any part of it is akin to surrendering power outright!"

As the Third Elder finished, murmurs rippled through the room.

Several clan members nodded in agreement, including individuals from both his faction and neutral ones. Clearly, many were opposed to the idea of allowing outsiders into the Konoha Military Police Force, a bastion of Uchiha dominance.

"Fools!"

Uchiha Mikasa's voice turned cold, her sharp gaze sweeping over the room. "Didn't you understand a word I said? Do you think this is about giving up power? It's about shedding a burden!"

"Why do you think the Second Hokage, Senju Tobirama, was so eager to hand over the Konoha Military Police Force to the Uchiha? It wasn't just to appease us—it was a poisoned gift!"

"What I'm proposing now is to remove the poisoned part of it."

She paused, scanning the room to let her words sink in before continuing.

"Having the Uchiha fully handle the villagers' minor disputes and trivial affairs—does that benefit us in any way? No. All it does is tarnish our reputation. It turns the villagers, and even many ninja clans, against us!"

"Look at the clan's development over the years. Isn't it obvious? When Konoha was first established, we still had a few allies and friendly families, even if not many. But now?"

"Ask yourselves—do we have any allies left? Anyone we can truly call a friend?"

Her words hung heavily in the air.

"Don't even think of saying that the Uchiha don't need allies or friends."

Her gaze sharpened as she pressed on. "And for those of you dreaming that the Uchiha will produce the next Hokage—do you think that's possible without the support and recognition of the villagers and other clans?"

"Even if we were to seize the Hokage position by sheer force, do you honestly believe we could hold it? We Uchiha are strong, but are we stronger than the entire village combined?"

The room fell silent as her words struck home. The three elders and others present lowered their heads slightly, their expressions grim. None could refute her argument—it was irrefutable truth.

Mikasa continued, her tone decisive. "In short, the reform of the Konoha Military Police Force is non-negotiable."

"We'll hand off those minor, reputation-damaging matters to civilian ninjas willing to join the Konoha Military Police Force or to shinobi from smaller families. A captain's position will also be given to oversee these tasks."

"As for us? We will remain, but only as judges to oversee significant cases that require greater expertise. Is there a problem with this arrangement?"

The elders exchanged glances before shaking their heads.

This plan was clearly beneficial. It lifted an unnecessary burden while maintaining their influence where it mattered.

Satisfied with their reactions, Mikasa pressed on. With her prestige and her potential to lead the Uchiha to compete for the Hokage position in the future, even the Third Elder held his tongue and offered his support.

At that moment, the Fourth Elder hesitantly spoke up.

"Lord Mikasa, I have no issue with the other reforms, and I even support your clan education plan. But… isn't it too ambitious? Aren't we offering too much?"

He listed the extensive programs proposed: "Preschool classes, after-school tutoring, intensive Genin and Chūnin training, even Jōnin exchange sessions. The costs for manpower, materials, and resources will be immense."

"Even with the clan's strong foundation, it might not be sustainable. Shouldn't we scale it down a bit?"

He glanced around the room, hoping others might share his concerns.

"It is indeed a considerable expense," the Second Elder chimed in thoughtfully. However, he quickly added, "But I trust that Lord Mikasa wouldn't propose this without a solution in mind. Am I correct?"

All eyes turned expectantly to Uchiha Mikasa. If she could address the issue of cost, they were prepared to support her fully.

Mikasa didn't disappoint.

"Of course," she replied confidently. "You need not worry about funding. I've already started preparations for acquiring high-value and rare goods."

Pausing for a moment, she elaborated, "Once ready, we will sell these items to secure the necessary funds."

She mentally reviewed the assets she planned to leverage.

First, there was the gold from the Golden City. Even a fraction of that wealth could sustain the clan for years.

Then there were the shells from Sky Island, unique and valuable commodities.

Additionally, there were the super ration pills and nutrient pills that Sora had improved using Sea King meat. Though the commercial versions would have their effects weakened, they would still be 30% more effective than any other nutrient pills on the market.

Sora could also produce a "popular version" of the body-conditioning potion Kureha had created for him and Mikasa. Even if its effectiveness was reduced by 90%, it would still outperform most alternatives.

There are plenty of valuable items that can be sold to raise funds.

However, Uchiha Mikasa believes that what they already have is sufficient.

Even without concerns of suspicion, the gold in the Golden City alone is enough to sustain the Uchiha clan for many years.

Nevertheless, it is important that funds have a legitimate source.
