To trigger it, you must be a new player who hasn't killed any monsters or accepted any quests. The only way to trigger it is to go straight to the tavern owner in the newbie village and not take any quests when you first enter the game.
The method is simple, just like how Elliot did it—log into the game and immediately give up on quests.
The Shady Tycoon job might seem useless, but for Elliot, it's crucial.
