Tigress and Viper navigated the upper district, where the wealthier citizens resided. The streets here were quieter, lined with ornate buildings and guarded gates. The two moved with feline grace, their steps silent as they observed the comings and goings of Shen's elite.

"Lady Lian has been summoned to the palace again," a noblewoman whispered to her companion. "Shen is demanding more support for his... projects."

"Do you think it's true? That he's building something that could—" The voice trailed off as the woman glanced nervously at a passing guard.

Tigress exchanged a glance with Viper. "He's up to something," Tigress said. "We need to find out what those 'projects' are."

Viper nodded. "Let's keep moving. We don't want to get caught up here."

At the docks, Tai Lung and Crane observed the activity with keen eyes. Large crates were being unloaded from ships, their contents concealed but heavily guarded. The wolves worked efficiently, their movements quick and methodical.

"What do you think's in those crates?" Crane asked, his voice barely audible over the crashing waves.

"Nothing good," Tai Lung replied, his gaze fixed on the operation. "We need to figure out where they're taking them."

As they watched, a wolf barked orders, directing the crates toward a heavily fortified warehouse. Tai Lung's eyes narrowed. "That's our next target. We need to find out what's inside."

As night fell, the group regrouped in a small, inconspicuous tea house on the outskirts of the city. The dimly lit room provided the perfect cover for their discussion.

"Shen's definitely fortifying the city," Po began, summarizing what he and Monkey had learned. "There's talk of more wolves and weapons."

"And he's pressuring the nobles for support," Tigress added. "He's not as secure as he wants everyone to think."

Tai Lung crossed his arms, his expression grim. "At the docks, they're moving something big—probably weapons or machines. We need to get into that warehouse."

Viper nodded. "It's clear Shen is preparing for a fight. We need to figure out his plan before we make a move."

Po leaned back, his brow furrowed in thought. "Alright. We stick to the plan—stay undercover, gather intel, and avoid direct confrontation. We'll hit that warehouse tomorrow night."
