Daniel made the decision directly.
Velen gave them the recipe for the dragon blood potion, and they had already taken a huge advantage. These goods weren't worth mentioning. So, Daniel decided to send them all to Velen, leaving a good impression.
Clearly, Velen had a lot of valuable items, and there might be opportunities for cooperation in the future. Building a good relationship now was very important.
