The settlement was a hive of activity. New walls, bustling markets, and expanded housing signaled a shift from survival to stability. But Leon knew that to truly forge a kingdom, they needed more than defenses and trade—they needed vision.

He stood in the war room, studying the system's newly unlocked blueprints. The barracks, watermill, and granary were only the beginning. Alongside these were plans for a council hall, a training academy, and a harbor.

Selene entered, her steps light but deliberate. "You've been staring at those plans all morning," she said, leaning on the table. "What's on your mind?"

Leon tapped a finger on the council hall blueprint. "We've done well so far, but everything hinges on me making every decision. If this is going to last, we need structure—something bigger than any one person."

Selene raised an eyebrow. "Thinking of forming a council?"

Leon nodded. "It's time to start sharing the burden. But we need the right people, and that starts with building trust."

Establishing a Council

Later that day, Leon gathered the settlers in the market square. Standing on a raised platform, he addressed the growing crowd.

"Our settlement has grown strong," he began, his voice carrying over the murmurs. "But strength alone isn't enough. To build a future, we need unity, trust, and leadership."

He paused, letting his words sink in. "That's why I'm establishing a council—a group of people to help guide us. They'll represent the different needs of the settlement and ensure every voice is heard."

The crowd buzzed with curiosity and approval.

Leon gestured to the side, where Selene, Garrick, Mira, Fenrick, and Myra stood. "These are the first members of the council. They've proven their dedication time and again. Together, we'll ensure this settlement thrives."

Building the Council Hall

With the settlers' support secured, construction of the council hall began immediately. The system's blueprints guided the work, turning raw timber and stone into a sturdy, elegant structure at the heart of the settlement.

As they worked, Fenrick explained the layout. "The main chamber will host council meetings, while smaller rooms can be used for planning and record-keeping. There's even space for a vault to store important documents or resources."

The hall quickly became a symbol of unity, with settlers volunteering their time to help complete it.

Edran, the blacksmith, oversaw the mechanical aspects of the watermill, while Myra organized the storage systems for the granary.

Leon frowned. Brighthaven wasn't close, but their situation posed a moral and strategic question. Helping them could forge another alliance, but it would strain the settlement's resources.

He called a council meeting to discuss the matter.

The council hall was still under construction, so the meeting took place in the war room. Leon sat at the head of the table, with Selene, Garrick, Mira, Fenrick, and Myra seated around him.

"Brighthaven is struggling," Leon said. "They need food and materials to get through the season. What do we do?"

Myra spoke first. "We have enough grain to spare, but not much else. If we help, it'll set us back on some of our other projects."

Fenrick nodded. "It's a gamble. If they recover, they could become allies. If not, we'll have wasted valuable resources."

Selene leaned back in her chair. "What if we send help, but ask for something in return? Labor, perhaps. They could send workers to help with our projects once they're back on their feet."

Mira added, "Or intelligence. If they're closer to the bandit strongholds, they might have information we can use."

Leon listened carefully, then made his decision. "We'll send aid, but we'll negotiate terms. Selene, you'll lead the envoy. Make it clear that we want a partnership, not a handout."

Aid to Brighthaven

Selene and her team set out the next morning, carrying wagons of grain and timber. When they arrived in Brighthaven, they found a settlement on the brink of collapse. Fields lay barren, and the people were gaunt with hunger.

The leader of Brighthaven, a weary but determined woman named Elara, greeted them.

"We didn't think anyone would come," she admitted.

Selene explained the terms of the aid, and after some negotiation, Elara agreed to send workers and share intelligence on the bandits.

"You won't regret this," Elara promised.

Returning to the Settlement

When Selene's team returned, the settlement was thriving. The watermill was operational, the granary was nearly full, and the council hall was nearing completion.
