Nevio Pérsico, after returning from Ireólogo, began to draft a series of reforms with which he intended to lighten the political organization of Asians. Changes were to be made to the hierarchy of the legions, and to the way in which the population was governed.
Pérsico reviewed his notes over and over again, he wanted to make sure that his ideas were not missing a single detail. He put them inside a leather cover. This way he guaranteed that they would reach the hands of Crásico in good condition.
