Goddess of Reincarnation : yes it works all the time. It starts working from the moment you choose the blessing but remember the blessing will also means you'll be watched by the corresponding god. *Although some godhoods have no gods, as long as he choose a blessing, they will be revived *.
Thomas didn't know the Goddess of Reincarnation is trying to create anchors to gods and goddesses who died in the previous civil war through him by creating an existential anchor on his soul in the multiverse. Mortals and gods are different. Mortal souls can be reborn but gods in fight will destroy the opponent godhoods which will affect that conceit along with the soul merged with that divinity.
The Goddess of Reincarnation saw the consequences of god's absence on their divinity and the effects on the Omniverse due to that. So she is offering Reincarnation as a means to create existential anchors on mortal souls for the gods to be reborn through these anchors and revive them.
In a way, now Thomas if he chooses a trait from the list in which the god will be revived because of him. Goddess of Reincarnation choose this way because without the consent of the mortal she can't place divine seed on that particular anchor and if she forcibly try to put it into the soul, she will suffer a backlash from the will of Omniverse. Why can't she just choose anybody? It's not effective on other ways because the will of Omniverse cursed them as due to their civil war, chaos appeared in some multiverses. Although the impact is negligible but some mortals died due to their fight. Thomas is the first person. So will of the Omniverse cursed the gods to be only revived from the mortal souls that died due to their fight. So goddess of Reincarnation made up a lie and told him, he is choosen from infinite souls in a lottery draw. And Thomas agreed not knowing he is fooled by this goddess.
That's why she choose this way, it's simple, quick, and easy compared to other ways. She just needs to fool a mortal soul into accepting the divine seed of a god. Thomas as expected choose the trait and system lottery. If he chooses wishes he may have regretted as there are too many restrictions on it.
But the Goddess of Reincarnation who is gloating at the first fool she got didn't know he will be a headache for her later due to the trait he is going to receive. As thomas scrolled through the list he came across the trait : Fortuna's champion.
He will become goddess of luck's champion and will be favoured by her. As he chose this a golden beam shined from the sky as the acknowledgement of will of Omniverse and merged into his soul as an anchor connecting both him and goddess of fortune's power that revived goddess of fortune in divine realm.
The goddess of fortune opened her eyes and looked at Thomas from the divine realm. She felt the pulsing of her soul when she saw him. Goddess of Reincarnation took all measures to cover up her scheme but she forgot one thing. The Will of Omniverse is watching the gods now and knows what she is doing.
So the will placed a curse again on the gods as a warning. The gods who are revived through this scheme will foolishly fall in love with the mortal soul through which they're revived, they will be so deep in love with that soul they will do anything as long as the mortal asked them. In a precise way, they will become love minded people who will do anything for that anchor as long as the mortal asked them.
As Goddess of Reincarnation received this warning. Her expression isn't good, she grumbled as the newly revived goddess of fortune stared at Thomas soul in a tender and affectionate way. She wanted to bury herself here at this moment. Of all the god's there is, that mortal has to choose his sister. She wanted to scream now.
She is excited her sister is revived at the same time grumbled she fell in love with a mortal. The will of Omniverse must be mocking her now, every action will have a consequence and now she is facing the consequences of her schemes.
