After speaking, Ivankov nervously stared at Sig, trying to gauge his reaction.
These conditions were, in fact, part of Dragon's plan.
Garp was a very unique Navy Vice Admiral. Even without considering his relationship as Dragon's father, his character alone ensured he wouldn't see the Revolutionary Army as a major enemy to be dealt with.
However, the other Navy Admirals, regardless of their personal views on the Revolutionary Army, ultimately followed the orders of the World Government.
To the Revolutionary Army, Garp was not an enemy, but the other Admirals certainly were.
The Revolutionary Army's intelligence network was robust, so providing information on an Admiral wasn't much of a sacrifice.
But if they could eliminate even one Navy Admiral, it would be a monumental victory.
Even if the attempt failed, forming a cooperative relationship with Sig would still be worthwhile.
This was Dragon's plan to deal with Sig's potential dissatisfaction after his grand plan was personally thwarted by Dragon.

A surge of brilliant starlight erupted, and a golden, shimmering card appeared before him.

The card flipped over, revealing the image of a brawny middle-aged man with short golden hair. Wearing a tank top that exposed his explosively muscular arms, his appearance was striking.
