Garp was a very unique Navy Vice Admiral. Even without considering his relationship as Dragon's father, his character alone ensured he wouldn't see the Revolutionary Army as a major enemy to be dealt with.

The card flipped over, revealing the image of a brawny middle-aged man with short golden hair. Wearing a tank top that exposed his explosively muscular arms, his appearance was striking.
