The next morning dawned cold and crisp in the Land of Iron. As the sun rose over the snowy mountains, the Daimyos gathered once again in the great hall for another crucial meeting. Today's agenda was the establishment of rules and regulations for the newly proposed International Shadows Guild. Everyone knew that without strict guidelines, the organization could devolve into chaos.

As they took their seats, Yuto, standing next to Jack, observed the various expressions of the Daimyos and their ministers. Some were eager to proceed, while others were still cautious, weighing the risks. But Yuto was calm—everything was moving according to plan.

The head of the Iron Daimyo's council began the session. "Before we can finalize the formation of the guild, we need to agree on the rules that will govern its operations. These regulations will ensure that missions are carried out properly and that rewards are distributed fairly."

He gestured for Yuto to take the lead. With a nod, Yuto stepped forward to present the framework he had devised.

"The success of this guild hinges on transparency and fairness," Yuto began, his voice clear and confident. "Here are the proposed rules that we must all agree upon."

The first scroll was unfurled, and Yuto began reading aloud:

1. Proof of Completion:

"For payment to be issued, the person or group completing the task must provide undeniable proof of their success. For example, in the case of an assassination, the head or another verified token of the target must be delivered."

The room murmured in agreement. Proof of work was essential to prevent fraud or false claims.

2. Open Claim on Rewards:

"Anyone, regardless of nation or affiliation, may claim the reward for a task if they provide the necessary proof. This ensures that even wandering ninjas or freelancers can contribute and benefit from the guild."

This rule sparked some discussion among the Daimyos, particularly the Earth and Water Daimyos, who worried that such openness might invite chaos. However, Yuto explained that allowing anyone to claim tasks would give rogue or wandering ninjas a legitimate outlet for their skills, reducing their tendency to cause trouble.

3. Mission Priority:

"Missions assigned to the guild will be ranked by difficulty and urgency, with the most critical tasks being prioritized by the organization. This ensures that high-stakes situations are addressed swiftly."

The Daimyos nodded in agreement. There was a clear understanding that some missions required more immediate attention than others.

4. Guild Council Oversight:

"The guild will be overseen by a council of representatives from each of the five major countries and neutral nations like the Land of Iron. This council will ensure that the rules are followed, disputes are resolved, and that no single country wields disproportionate power."

Again, murmurs of approval filled the room. This rule addressed concerns of corruption or imbalance in influence.

5. Confidentiality and Neutrality:

"All missions accepted through the guild will be treated with strict confidentiality. The identity of clients and contractors will be protected unless disclosure is required by the council in exceptional cases."

This was perhaps the most important rule in the eyes of the Daimyos. It allowed them to commission sensitive operations without fear of exposure or political fallout.

As Yuto continued listing out the rules and guidelines, the Daimyos asked clarifying questions, but by the end of the session, the framework had been accepted with minimal revisions. The atmosphere was one of cautious optimism as the International Shadows Guild took its final shape.

Once the rules were finalized and everyone had signed off, Yuto cleared his throat, signaling that he had one more proposal to make.

"There is another matter I'd like to discuss," Yuto said. "I would like permission to open a multi-story Mall in each of the five nations—a place where all types of goods can be sold. This Mall would not only sell food and common items but also rare artifacts, ninja tools, and even luxury goods."

The Fire Daimyo raised an eyebrow. "And how would that benefit us?"

Yuto smiled, already anticipating the question. "Your nations can send your own merchants to sell goods within the Mall. Each Daimyo would receive a share of the profits based on the sales in their respective country. It would strengthen our economies and build new trade relationships. Additionally," he turned to the Iron Daimyo, "I would like to collaborate with the Land of Iron in selling their renowned weapons through this network. We can distribute them across all countries, increasing their influence and ensuring the highest-quality tools reach the hands of our warriors."

The Iron Daimyo nodded, already seeing the potential of such a deal. "That would be a powerful alliance."

One by one, the other Daimyos began to nod in approval, realizing the immense commercial potential of the Mall proposal. It would provide a new stream of revenue for their nations while increasing the reach and influence of their goods.

"All right," the Earth Daimyo said. "We will agree to this Mall, and we'll send our own merchants to participate. But we'll need to see the plan in writing."

Yuto smiled confidently. "Of course, the documents will be sent to each of you by the end of the day. We can begin construction as soon as the plans are approved."

With that, the Daimyos signed the agreement, and Yuto's proposal for the Mall was officially set in motion. By the end of the meeting, not only had the International Shadows Guild been finalized, but a massive new trade network was on the horizon. Every Daimyo returned to their country with the promise of growth, influence, and power.

As Yuto left the meeting hall with Jack, he couldn't help but feel a rush of satisfaction. Everything was falling into place. The guild would be his tool to control the underground world, and the Mall would serve as both an economic powerhouse and a center for influence.

In his mind, Gaia's voice echoed.
