Many people thought the port area was not a lucrative place, and the best divisions were the two downtown along with the Bay Area division.
But actually, there was plenty of "fat" to be found here.
Because there were so many people, there were many business operators surrounding these workers.
In other places, they might charge merchants a protection fee of thirty or forty dollars, but in the port area, it barely reached ten to twenty dollars.
Although the fees were half less, the sheer number of businesses here ensured ample "fat".
And the port was also the area with the most concentrated gray industries.
The divisions in downtown or the Bay Area wouldn't dare to charge all sorts of fees in nightclubs backed by big shots.
