Without a word, Tobirama incinerated the hats with a Grand Fireball, reducing them to ashes.

There was no need for any respect. The Five Great Shinobi Villages became relics of the past the moment the Shinobi World was unified.

From now on, there would only be one nation: the Land of Fire.

"Granduncle is so cool! Don't you think, sis?"

Nawaki's eyes sparkled with admiration.

Tsunade didn't reply. She simply nodded, her hand ruffling her little brother's hair fondly.

"Second Grandpa is the coolest! I'll be Hokage someday too! Sasuke, you can be my assistant. Let's see how smug you are then!"

"It's not 'Grandpa,' Naruto. How many times do I have to tell you?" Kushina corrected him, shaking her head before exchanging a helpless smile with her best friend Mikoto.

"This all feels like a dream..."

Minato, holding Naruto's hand, rubbed his head. Even now, the reality of his resurrection felt overwhelming.

Returning from the belly of the Shinigami was no small feat. Orochimaru had used the Uzumaki clan's Shinigami Mask to perform a miraculous swap, allowing the Fourth Hokage to walk among the living once more.

"And you're complaining? Seeing me and Naruto isn't a good thing?" Kushina's response came with a playful punch, as fiery as ever.

Amid the commotion, Tobirama's sharp gaze scanned the familiar and unfamiliar faces gathered before him. All were here to witness the future of the Shinobi World—a future he had forged.

A fire burned within his chest as he took a deep breath, channeling chakra to his throat to ensure his voice carried.

"I declare this now!"

"The Shinobi World is unified. I, Senju Tobirama, hereby assume the role of the first Head of State of the Land of Fire!"

Not Emperor. Not King. Despite the merging of his past and present lives, Tobirama had no intention of establishing a dictatorship.

He also knew the idea of people-led governance was unrealistic in a world dominated by extraordinary powers.

Instead, he envisioned a governing body to maintain stability and prevent future wars. And shinobi like himself, Madara, and Hashirama would serve as its ultimate enforcers.

"Long live the Head of State!"

The cheers reached their peak.

Even in a unified Shinobi World, there were those unwilling to accept it—remnants of the old regime and survivors of the former villages.

In the third year, after a comprehensive purge, the last remnants of rebellion were eradicated. The Land of Fire began to resemble the technologically advanced world of Boruto's era.
