From what I understood about Cipher Pol, is that it is a different branch of the World Government, meaning it is not susceptible to Marine hierarchy except in certain situations.
It is an Intelligence agency before it was a Lawkeeping agency, meaning that while Cipher Pol has the power to arrest Pirates and criminals, unlike Marines, CP is not required to do so, Giving us more freedom in how we can do things.
Publically, Cipher Pol is split into nine Agencies, From CP0 to CP8, or Aegis if you wish to call them that instead of Cipher Pol.
Cipher Pol 1 through 4 is what you would expect from your classic investigation agencies, things like the IRS or FBI. Cipher pol 5 through 8 gets a lot more specialized missions, with each Agency's number corresponding to a higher level of danger in the mission they partake, meaning they can take Counter-Insurgency missions, Like the CIA, MI6, Mossad, and other similar Foreign Intelligence groups that I already know of from my past life.
CP0, on the other hand, Is a specialized Aegis that works directly for the World Government's leaders, They skip the chain of command that other Aegis agencies have and get their orders directly from the World Nobles themselves.
There is also CP9, a secret Aegis that is unknown to the Public, something that my father conveniently forgot about when he explained it to me.
Aegis 9 takes on the most difficult Cipher Pol missions available, specializing in Assassination and Extreme Problem Solving. Their existence is supposed to be kept secret thanks to the fact that they have the power to get rid of civilians and marines should they stand in the way of completing their mission.
It is the job of a Chief of Cipher Pol to manage the agents of each Aegis, meaning the Chief chooses who goes on which mission, who gets partnered up with who, who gets a bonus for good work and who gets a pay cut for slacking off.
All in All, Being a Chief of Cipher Pol doesn't sound to dissimilar to a manager in a business. Something I was already used to from my last life.
"And to begin, I want you to read all of these and figure them out!" Spandine smiled as he dropped a mountain of papers in from of Funkfreed and I.
"...What is this?" I asked as I lifted a paper to look at, reading what seemed to be a bunch of jumbled journal entries.
"This is the Journal of the last Cipher Pol 2 Chief, Maximillian Bo, Who went missing two years ago. As you can see, the words are all mixed up, the old Chief wrote gibberish! Your mission is to translate this journal and figure out what happened to Old Chief Bo. Good Luck Spandam, I know you'll do great!" Spandine smiled widely as he patted me on the head.
I scoffed at that, shaking his hand off of me, "I don't need luck," I mumbled as I picked up the nearest piece of paper, already starting to organize the journal in chronological order.
"Troo!" Funkfreed cheered, blowing a trumpeting noise from his trunk as he started helping me organize the papers.
"Wait, let me get the rest of the Journal!" Spandine smiled before he left the room, only to return with another mountain of pages in his hands, so large it was covering his face, before he dropped them on top of the pages already on the table, causing them to disperse and ruin the little organization I already had.
"Ehe... Oops?" My father chuckled before he awkwardly walked out the door, giving Funkfreed and me a thumbs up before closing the door.
"...Okay, Let's get this started."

The First two days were spent organizing the mountain of papers in Chronological order, The amount of pages that needed to be organized was large enough that I asked my father to bring in several boards for me to place them upright next to each other, a small red string connecting each page to the page that came after.It wasn't long before half of the room looked like a giant conspiracy board. I almost wanted to write "Ancient Aliens" on one of the papers just because it would fit, but that would be unprofessional.
"Spandam, Dinner ti- Wow, you... You actually are doing this..." Spandine said as he entered the large room I took over for this task, "You... How's it going, Champ?"
"Troo!" Funkfreed trumpeted, his trunk nuzzling my back as I loomed over a series of pages, trying to go through several known deciphering techniques.
"I organized the pages that weren't gibberish, you can see them on the board," I told him, my eyes still staring at the pages in front of me, "Right now, I'm trying to decipher these words, I think I'm getting somewhere but the words It comes up with don't make sense."
"And how's that going for you?"
"Well, The last twenty legible entries in Bo's journal talk about how he sent some of his agents to question the location of a criminal supposedly hiding on Kuen Island in the North Blue, However they never returned, at least that's what he wrote." I pointed at the corner of the room where the Page I was talking about was hanging from, "However, after he complained that his men didn't return from Kuen, he simply changed into writing this Gibberish, and I haven't figured out why." I tapped the paper I was reading, "He's shown zero signs of mental illness in his writings prior to this, so none of the Ciphers I tried found anything other than more Gibberish,"
"So... You can't solve it?" Spandine asked carefully, causing me to scoff, was he trying to offend me?
"Of course I can solve it! I think it's obvious that whatever caused Bo to write this gibberish is connected to his men who went Missing on Kuen Island. All I need is to go to Kuen and follow what Bo wrote in order to solve what's going on," I explained.
"Okay then, I'll tell my men to get ready," Spandine said as he turned around and started walking out the door.
"Huh. What do you mean?" I turned to look at my Father's back, "Get ready for what?"
"Travelling to Kuen Island, of course!" He looked over his shoulder in order to smile at me, "You're going to solve this mystery!"
"Wha- What do you mean to solve this?! Isn't this just a test to figure out how I would decipher Bo's journal?! Did you give me an actual Cold Case and expect me to solve it?!" I yelled at Spandine, flabbergasted that he dropped an honest-to-good cold case on my lap, and expected me, a twelve-year-old boy, to solve it!
"No one was going to solve it anyway~" Spandine smiled as he left the room, leaving the door open so I could watch him walking down the corridor, "I've never been to Kuen Island before, I wonder what it looks like~"
"...Troo?" Funkfreed rubbed my back in an attempt to comfort the shock I was going through.
"I need to pack this entire thing up now..." I turned to look at the many pages tacked onto the boards around the room, "...Fuck."

"Chief, Are you sure this is how you wish to spend your time off?"Spandine was whistling to himself as he watched over a group of suited men and women, observing them get ready for a special mission.
"Do I need to remind you that several Aegis 2 agents went missing on this Island, and if Bo was correct, a dangerous criminal is hiding in that Island somewhere." An orange-haired man wearing small black glasses told Spandine.
"Please, Garlo, You're all going to be there to protect us, and besides, once Spandam solves this the Higher Ups will have no excuse not to give Spandam the job." Spandine said confidentially.
"Very well then, Let's hope you know what you're doing." Garlo sighed as he rubbed his forehead, "We'll be sailing for two weeks before we reach Kuen Island, Make sure your Munchkin packed all the things he'd need."
"Are you questioning my plan, Garlo?" Spandine asked casually, "Do I need to remind you that It was my plan that got Byrrndi World Arrested, I know what I'm doing~"
"If you say so..." Garlo rolled his eyes under his glasses and returned to readying the ship, only to stop midway as he watched a boy with sunken eyes and a purple nose walk towards Spandine, carrying an unsheathed sword on his hip and a large bag on his back, his arms and legs shaking from carrying the heavy bag.
"Spandam! Come, let's get your bags settled, I'll introduce you to the guys later," Spandine walked over and tried to pick up Spandam's bag, only to trip forward onto his face as he failed to lift the heavy bag.
"...Dammit," Garlo whispered to himself before he walked over and took the bag from his boss's arms, easily lifting the bag without any issue.
"Thanks." He heard Spandam tell him before he turned to help his father off the ground.
"..." Garlo huffed and walked onto the ship, carrying the bag with one arm, as he made his way to where the Boy was to be sleeping during their trip.
It would take over two weeks to reach Kuen Island, A few days to get from Spandine's hometown on Maruiki Island to the edge of the Grand Line, A week to pass through the Calm Belt, ending off with another week to reach Kuen Island in the North Blue.
Garlo could only hope his boss wasn't doing anything stupid. At least he was safe in knowing that Spandam must have some experience in sailing, the waters here in the New World should have made the boy ready for anything.
"Are you looking forward to your first sail off the Island, Spandam?" Never mind, Garlo shouldn't have expected better from his Boss.At least the job itself should be easier than his normal work, for him, the next few weeks could be considered a vacation.
"Laskey, did you pack the booze?!" He called out to his fellow agent.
"No, Alcohol tastes bad, stop drinking it. Tell the Chief the Eternal Pose is in place so we can get moving whenever we need." Never mind, the next few weeks for Garlo could be considered torture.
To Kuen Island, they go!
