The choice was simple: Shimura Danzo or the entire Shimura clan. It was up to him.

The anger of the current Hokage was not directed at Shinki but squarely at Shimura Danzo.
After saying a few words that left the Hokage fuming, Shinki had walked out, leaving the problem behind. The more the Hokage thought about it, the angrier he became.
"Summon the two advisory elders and Danzo," the Hokage ordered firmly.
Is this reasonable?
Shimura Danzo causes chaos, and I'm the one who has to clean it up?
Fine. Let's see how you deal with it when I kick this problem back to you.
"Hiruzen, what's the matter that required such urgency? The logistics department needs arrangements for our esteemed guests, and..." Mitokado Homura began complaining the moment he stepped into the Hokage's office. However, noticing the Hokage's grim expression, he promptly shut up.
Pulling up a chair, he decided to sit quietly. Whatever pressing logistical concerns he had could wait.
To his surprise, Shimura Danzo and Utatane Koharu entered together. Homura frowned. When did these two start moving as a pair? he wondered.
As soon as Danzo stepped into the room, the Hokage's piercing glare locked onto him. Koharu felt a sinking feeling—What did Danzo do this time?
"Danzo, the police department is in an uproar. How are you going to deal with it?"
Danzo, taken aback, frowned. "What do you mean?"
The police department wasn't even on his radar. To him, it was a minor matter—a few instructions given to a few ninjas. Nothing more.
"The police department has been chaotic recently," the Hokage said, his tone biting. "Even villagers are complaining about those you placed there. Uchiha requested leave for additional studies, and now the department is a complete mess. Don't you know this?"
Danzo shrugged, his tone indifferent. "Isn't this something the Hokage should handle?"
The Hokage's eyes widened. "You—! You're unbelievable."
Slamming his hand on the desk, the Hokage roared, "Danzo, don't push me. The Uchiha incident has spiraled out of control. Shinki just left my office and gave you two choices:
Clear out the Shimura clan entirely, and they'll be placed under constant surveillance by the police and Anbu. Take responsibility for this mess and flush the public toilets of Konoha for a month."
"What?!"
Mitokado Homura froze mid-sip of his tea, stunned by the ultimatum.
If Danzo chose the first option, it would put the Shimura clan in a stranglehold under constant scrutiny. If he chose the second, it would utterly ruin Danzo's reputation. A former Hokage advisor, reduced to cleaning toilets? It was unheard of.
The Hokage smirked. "You've had countless chances, Danzo, but you squandered them all. Now, choose—your pride or the survival of your clan."
Danzo's face turned crimson with rage. "Sarutobi, have you lost your mind? This is blatant humiliation!"
"Yes, it is," the Hokage snapped. "But you brought this on yourself. You provoke me at every turn. Did you see Homura here getting punished? He knows when to back off. You don't."
Homura, sitting quietly, nodded inwardly. Ever since he stopped crossing Shinki, things had been... manageable. Danzo, however, always seemed to test the limits.
Danzo tried to deflect. "I didn't instruct anyone to cause trouble."
The Hokage's glare intensified. "No? Then why did your men stir conflict with Uchiha and even drag Sarutobi clan ninjas into it? What's your endgame here?"
Danzo stammered but had no defense. The Hokage pressed on, "This is your last chance, Danzo. Choose: the future of the Shimura clan or your own pride."
Danzo clenched his fists, his voice trembling with fury. "Dream on!" he spat before storming out of the office.
The room fell silent save for the Hokage's heavy breathing.
Homura cautiously sipped his tea, deciding it was best not to speak. He didn't want to risk getting dragged into Danzo's mess—or worse, assigned to toilet duty. Better him than me, Homura thought with a sigh of relief.
