Rowland kept insisting that I was getting distracted from the mission because of Phoebe.

Never in all my years have I ever let a woman or anyone stop me from completing any of my goals.
Phoebe was merely a pawn I needed to stick around with to bring Kaene down. Nothing more.
It seemed I needed to remind some people just how brutal I could get so I decided to pay a visit to the brotherhood's main branch outside the city.
Coincidentally, Phoebe also wanted to go out of the estate so I drove her out and dropped her in front of her parent's house.
Throughout my interactions with her, I subtly kept my distance while trying to gauge her feelings.
I got nothing.
