But now, with the Uchiha acting cautiously and Danzō guarding him like a dog, he had no chance to make a move. Fixating on Kakashi's Sharingan again was entirely within Danzō's character.
With this development, Yagami naturally wanted to take advantage of the chaos to retrieve Obito's eye… no, reclaim his clan's lost Bloodline Limit.
Thinking this, Yagami decided not to disturb Kakashi or Root but instead glanced through the window at Sasuke and Naruto. After all, he had promised Itachi he'd help look after Sasuke.

However, when the Third Hokage assumed power and implemented the Hokage-root system with Danzō, the so-called civilian support plan changed entirely.
Many of Konoha's smaller ninja clans faded away as if the plan's goals had been met, while a few minor clans grew disproportionately…
