I'm so screwed... If my memory serves me right, that guy was the main villain of DxD universe, son of original Lucifer and Devils mother Lilith. Rizevim Livan Lucifer and the guy alongside is Razevan Lucifer who is suffering from inferiority complex.

Also from what I have hear, they somehow collected, Holy Sword Arondight, which was Lancelot's Sword. After Lancelot succumbed to madness, it became a demon sword. Though it used to be a holy sword so without holy sword factor it's impossible to weild.
Where to get it easily, of course it's Pendragon bloodline!...
The researchers said it was safest way to check my holy sword weilding factor, because other than this sword, other holy swords may damage or even kill me being a devil touching holy things.
Im reaching my 5th month, and I heard from the Doctor/Servant/Mage?? at the 5th month is the earliest that a devil baby starts showing signs of possesing their clan's signatute power though it's rare since normally it happens shortly before or after birth and in rare cases till they are older.
Though this just shows they posses said power not that they can use it.
