At first the gods added the phenomena of treasure birth as a temporary solution. These treasures allowed the creatures that used or consumed them to leave their borders behind, to some extent disrupting the established predator-prey order. But that didn't last long, because this time a new order emerged.
The only significant change from the previous one- apart from the fact that the stronger hunters were joined by old preys who had acquired treasure and become stronger-was that the creatures living here understood the value of treasure and realized that they had to either compete for a newborn treasure or flee the area as fast as possible before other creatures came to compete for it.
Nevertheless, over time, as the number of strong predators and the strength of the survivors of those predators increased, there were fewer and fewer – if any exceptions – cases where the weak captured treasure and used it to become stronger. And the new order was for the strong to define their territories and exploit the prey and treasure there, while the weaker prey migrated from one hunter's territory to another hunter's territory at certain periods.
This system was able to produce strong beings, albeit in much smaller numbers than desired. But it was still far from the desired efficiency. Because at some point, the stronger hunters began to behave like weaker hunters and possible new competitors if the prey somehow consumed treasure. In other words, they immediately hunted the creatures that consumed these treasures while they were still not very strong and eliminated potential future competitors. And this further reduced the already low productivity, forcing the gods to look for a new solution.
But the gods could not focus much on this place because of the ongoing wars. Therefore, finding and implementing solutions was delayed. And eventually it was decided that a few of them would take turns taking care of this universe, while the rest would focus on the wars. Of course, those who focused on the wars would come and go here every now and then.
And all the while, new methods continued to be tried. And after many unsuccessful or incomplete methods, the current method has become the standard, except in places where experiments are still being done.
In short, it was a multifaceted system of many rungs with gods at the top – in a sense like a caste system – guided by an order of authority, and a network of systems covering a single planet connected to this system. These single planetary systems were organized by at least one administrator and many moderators, most of whom were chosen by the administrators.
The goal of the administrators was quite easy on paper, but quite difficult when it came to implementation: to ensure that a planet with no order and a lot of competition would stay that way for as long as possible. Although the gods were not completely opposed to a certain order, they decided to resort to such a way, inspired by a similar place, to make sure that this order would force those within it to compete and grow stronger.
The system they set up had two strong characteristics: to facilitate the strengthening of the creatures to which it was attached and to force them to become stronger. The system was fair in this sense. It offered each creature an opportunity in return for their efforts to become stronger, but not being crushed by those who took advantage of this opportunity depended on striving to become stronger and making personal investments to become stronger. In other words, it was imperative to constantly strive to become stronger in order to survive.
And this was exactly what the gods who created it wanted. But some of the gods didn't think even that was enough and made some additions that encouraged and even forced more competition in their sphere. And this was one of the planets where these additions were made.

In another corner of the room, on a giant screen, some kind of gigantic cave, which claimed dense forest to be at most a moss on a rock and vast ocean seemingly most an a puddle , stood out with a might that would have made them say it was impossible if they could see it.
But the slumbering humanoid creature paid no attention to these screens, as if to emphasize that the landscapes here were not even worth looking at. Until....
