A few weeks have passed since the Universe 6 tournament passed.

"Wahhhh." Goten woke up as he got up from his bed.
He looked at himself in the mirror.
He rubbed his hair so that it looked less messy but it didn't seem to work.
His unwashed face was full of dust and dirt and he looked terrified of his reflection when his eyes were wide open.
He walked into the restroom that was inside his room.
Brushed his teeth, rinsed his face and went outside where the canteen was located to have a meal.
"Good morning." He said as he greeted Bulma who was already eating her meal.
"Oh! Goten. Good morning." She greeted back.
"Are those two of them still sleeping?" Goten asked Bulma.
"You know how the two of them are," Bulma said as she sighed.
"And what about Master Vegeta?" Goten asked.
"Just as usual. He is at Beerus's place. By the way, I make coffee and some toast for you. They are in the fridge." She said to Goten.
"Thank you. Miss Bulma." Goten replied.
"I told you to stop calling me miss. It makes me sound old." She said.
What should I do today? He thought in his mind.
Should I go to Supreme Kai's world? Or go to Gohan's house to play with Pan? Visit my house. Galactic Patrol? I heard from Jaco that the new Marus guy is really strong. Goten thought as he ate his breakfast.
Goten mind was not clear about what he wanted to do that day.
But at that time Goten realized that there was something wrong with his body.
His power level decreased by a huge amount to the point that only around 10,000 was left.
He also sensed that it was not only him but also Trunk and Bra are affected by it.
"What is going on?" He said as he ran outside.

Piccolo had arrived home after he finished his training on Namek.
"What is this?" Piccolo said as he also sensed that his power level was decreased by a huge amount.
He quickly deduced it must be the work of someone proficient with magic or someone good at technology.
"It looked like you are not the only one who was affected," Dende said as he observed the entire planet to see what was going on.
It's not just Piccolo and Goten who were weakened.
Every single being on earth that has a power level over 10,000 was weakened.
Meaning it affected all of their friends who are Superhuman apart from Master Roshi.
Even Krillin who just resumed his training becomes weaker because of this unknown phenomenon.

At the Capsule Corporation Compound.
"It seems that only my power level was lowered," Goten said as he tried using his ki base attacks.
He was able to perform all of them but they were now weaker because of the decrease in ki input which was the result of his becoming weaker.
"Haaaa." He tries transforming into a Perfected Super Saiyan form.
Goten has perfected the Perfect Super Saiyan form.
Now it hardly uses ki compared to his base form while still giving him a 50 times increase in power.
Not only that he could also draw out more power similar to Super Saiyan 2 and 3 without getting tired much while still being in the same form.
But he hardly uses this form as he has two forms that are more powerful than this, which also don't have stamina issues and can provide a higher boost to his base power.
They are Super Saiyan 4 and God.
But it doesn't seem like even those forms could restore his lost powers.
"Hmmm. The buff from Super Saiyan lasts for a few seconds." Goten said.
Although he received a massive increase in power initially when he transformed, it started to decrease after five seconds, limiting his power back to the 10,000 threshold.
This means he could get the buffs from Transformation but only for a short period.
And there is another problem.
Which is that among all the warriors on Earth, Only Goku can differentiate people based on their Ki.
While others just guess who that specific ki belongs to, depending on the amount that they possess.
Many warriors suppress their ki but the remaining amount of ki that they didn't suppress can be used to allow them to be differentiated from each other.
But with everyone ki being the same amount it becomes impossible.
Goten immediately decided what he needed to do as he flew towards Kami's lookout.
To get Senzu beans from Korin and to meet the guardian of the earth, Dende.

"Now. It's time to release them." A man in a lab coat said as he looked at incubators that held bodies that looked identical to the Z-Fighters.
"Still It's a shame that we could not clone that purple cat and his lackey." The scientist said.
"But it's fine in the end. After all, I have these two." He said as he looked at an android that had an orange mohawk.
The android doesn't seem to be completed as it was still missing some parts.
The second android was a muscular Android that had blue skin and orange hair that resembled Super Saiyan hair.
They were labelled 16 and 13.
"I just hope that she would also accomplish her mission." The scientist said as he pressed a button.
That released the clones of Super Saiyan Goku, Super Saiyan Vegeta, Final Form Frieza, Super Perfect Cell, Majin Buu, Super Saiyan 4 Goten, Super Saiyan 2 Trunks and other fighters from their incubators.
They were not as powerful as the people that they were based on. And they don't also seem to possess enough intelligence.
But with everyone's power being limited they become a much more dangerous threat.
But there was an oversight from the Red Ribbon scientist.
Because Red Ribbons are trying to rely on their two androids to take over the world they didn't limit the power of the Androids.
This means that 17, 18 and an unknown android that was staying hidden in the mountains were not affected by this power-sealing phenomenon.
