As the Magic Wars spread across Novus Mundus, the kings and nobles realized that they could no longer act independently. They needed to form a united front against the growing power of the Arcane Circle and the rebellious common folk.
In the grand halls of Auroria, where the Great Council still held sway, the rulers of the various kingdoms gathered to discuss their next course of action. King Valerius II of Caelum, Lady Elyra of Icaris, and King Loran of Velethar were among those in attendance. They met with Seren, the philosopher-king, and Kael, the commander of the Order of the Shields.
"Magic has upset the balance of the world," Valerius II declared. "We cannot allow the Arcane Circle to grow any stronger. If we do not act, they will overthrow us all."
Seren, ever the voice of reason, cautioned against outright war. "Magic is a gift, not a curse. It is the misuse of power that we must fear, not the power itself. We must find a way to coexist with the Arcane Circle, to bring them into the fold of the Great Council."
But Valerius II and many others disagreed. They believed that magic, in the hands of the common people, was too dangerous to allow unchecked. The Council of Kings, as the meeting came to be known, concluded with a declaration of war against the Arcane Circle. The rulers vowed to suppress magic wherever it arose and to bring the rebellious mages to heel.
