Raiden, Hashirama, and Madara sat by the river under the dimming light of the day, their discussions deepening as they strategized for the future of the shinobi world. Their conversation shifted to distant lands, specifically the Land of Water.
Madara, always focused on combat tactics, broke the silence. "The Land of Water is going to be a challenge. With their natural defenses—scattered islands, thick mist, constant rains—we'll need a strategic approach to lock down their forces."
But Raiden shook his head, cutting him off with a small smile. "We'll have plenty of time to conquer the Land of Water once we've unified the Land of Fire. Until then, our focus has to be here." He jabbed a finger at the ground as if emphasizing the weight of his words. "Our biggest challenge right now isn't a distant land; it's how we bring peace and control to the Land of Fire."
The three of them sat quietly, each one turning Raiden's words over in their minds. Eventually, they began sharing ideas on how to bring the Land of Fire under unified control. Madara's suggestion was direct and possibly the quickest way.
"We train the strongest army of shinobi this world has ever seen. Every young recruit should undergo the toughest training—loyal and ready to follow orders without question. When we're done, no clan will dare stand against us."
Hashirama chimed in with a different perspective, rubbing his chin thoughtfully. "We could make allies instead of enemies. If we convince the smaller clans to support us willingly, they'd help us reach the larger clans. That way, we could form a network of alliances rather than burn every bridge along the way."
Raiden nodded in agreement, adding his own insights. "That way, we keep more resources intact. The less fighting we have to do with smaller clans, the more we'll have left to manage larger conflicts, but we will still need a force that will be able to conquer the other nations. So we will start on both fronts, All three of us will train young shinobi from our respective clans in secret so we will have a string power base when we become clan leaders, and we will start approaching smaller clans. But remember: all of this hinges on the daimyo's reaction."
Hashirama looked up, realizing the challenge. "You're right. The daimyo will see us as a threat if we build a powerful, organized army. He may try to stop us if he believes we're challenging his rule."
Madara's eyes grew dark as he mulled over Hashirama's words. "The daimyo is paranoid, and he won't easily tolerate any group that rivals his authority. From what I've heard, he's cunning, willing to go to extreme lengths to retain power. If he suspects us of growing strong, he'll rally forces against us."
At this, Raiden chuckled, breaking the tense atmosphere as he looked at his friends with a gleam in his eye. "Actually, I've got an idea for that. What if we didn't need the daimyo at all?"
Both Hashirama and Madara stared at him in shock.
"You're suggesting we… abolish the daimyo?" Hashirama asked, a mixture of surprise and curiosity in his voice.
Raiden nodded confidently. "Exactly. The daimyo system is outdated, absolute power in the hands of idiots. Instead, we replace it with a structure that's based on both shinobi and civilian governance. Picture this: the nation is split into two main branches. The military branch—led by shinobi—provides protection and defense. Meanwhile, the political branch is led by civilians, chosen for their intelligence and expertise. These officials would be assigned to departments based on their skills, ensuring that the government isn't just a military force but a balanced system of thinkers and fighters."
Madara, intrigued, leaned forward. "So, who would oversee both branches?"
Raiden met Madara's gaze. "The Kage. They would serve as both the commander of the military and the highest civilian leader, but their term would last only five years. Every five years, a new Kage would take their place, bringing fresh perspectives and vision. This would make sure our government evolves with the times, adaptable and ready to meet new challenges."
Hashirama's eyes brightened. "This could actually work! With experts focusing on specific areas and a rotating Kage, we avoid both corruption and stagnation. The people would be governed by those who understand their needs, not by someone sitting in a castle."
Madara raised a crucial point, "How are we going to ensure that after our passing that, the system does not get corrupted"
Hearing this Hashirama looked at Raiden, thinking that Madara has a point, a system that only functions with it founders is extremely flawed. Raiden looking at Madara said "Simple we will create a group of shinobi who's sole goal will be to eliminate corruption and aid in dangerous times, they will a group of orphans that are raised from a young age to protect the world"
Madara nodded thinking 'If this system gets implemented this accursed world might finally change for the better' Madara looked away in melachony, thinking of his fallen brethren and what would happen to his brothers if this continuous.
Hashirama was quick to object. "No, all you are doing is raising children to become weapons, how is that any different from what is happening now" Hashirama showed genuine anger at Raiden and grabbed him by the collar "This is no change but a repeat I just a bigger stage " Hashirama pushed Raiden away and stormed of only to be stopped by Madara, "Are you just going to run away without hearing Raiden out"
Hearing this calmed Hashirama down a little bit, he turned around towards Raiden and stared at him with a frown saying nothing, seeing that Hashirama was willing to listen to him Raiden said "They wont become swords, they will have the freedom to have families and pursue their passions, their emotions will not be tampered with."
"Then why did you say that the force will consist of orphans" still not persuaded Hashirama asked this.
"Because I believe that orphans will be the people who will do everything in their power to make sure what happened to them won't happen to somebody else, and why should we take children that have a family will have different values than children without a family, they will see their world as a family", Raiden shrugged his shoulders and said "If you have a better idea I am all ears, if I wanted a world in chaos I would not have started this with both of you, I would just have let the Senju and Uchiha fight to the death"
'Since you will both cause the death of your clans'
Hashirama sighed and threw himself to the ground, "I guess you have a point, but make me the head of this group I will make it so that even if we are not around, children will not be exploited"
Raiden did not mind and Madara raised no objection " It seems there will be no problem with that"
Hashirma closed his eyes and smiled.
Madara regarded Raiden with respect, a faint smile crossing his face. "It's a good vision, Raiden. But why aren't you planning to lead it yourself?"
Hashirama nodded, looking equally puzzled but supportive, silently urging Raiden to take the lead. Raiden's expression turned serious as he looked at them both. "Because for me, family comes first. Duty is important, yes, but I won't sacrifice the people I care about for power, especially when I know I have both of you by my side. With us working together, I know we'll succeed. I'm not alone in this."
Hashirama and Madara exchanged a look, each one deeply moved. Together, they knew they were shaping something monumental. They were no longer just dreaming of a new future—they were beginning to create it.
