"Mew, teleport me to Garp. It's time we had a talk," Xpovac instructed.
Mew's eyes glowed briefly before a swirling light enveloped Xpovac, and in the blink of an eye, he disappeared from the balcony.

Garp sat in Sengoku's office, munching on a rice cracker while Sengoku rifled through a stack of papers. The office was cluttered with documents detailing marine operations, bounty lists, and other official business. It was a typical scene, with the two old friends discussing the state of the world.
"Garp, you need to take these things more seriously," Sengoku said, his tone carrying a hint of frustration. "We're facing some serious threats out there, aka youre damn Grandson. We can't afford to be lax."
Garp waved off the remark with a hearty laugh. "Relax, Sengoku! I'm always serious when it counts." He popped another rice cracker into his mouth, crunching loudly.
Before Sengoku could retort, a flash of light filled the room, and Xpovac suddenly appeared, standing in the center of the office. Sengoku instantly reached for his saber, ready to defend himself, while Garp burst into laughter, slapping his knee as if it was the funniest thing he had seen all day.
"Calm down, Sengoku! It's just my brat of a grandson!" Garp exclaimed through his laughter.
Sengoku, his saber still halfway drawn, frowned deeply. "Xpovac, what are you doing here? You can't just teleport into a marine base whenever you feel like it!"

Garp's eyebrows shot up in surprise. "Since when did you have a country, brat? And where is it located?"
The corner of Xpovac's mouth curved into a smile as he replied, "I've had a country for about three months now, give or take. It's located in the New World."
Sengoku and Garp exchanged glances, both of them now looking at Xpovac expectantly. There was a silent agreement between the two that the young man had a lot more to explain.
"I'll fill you in," Xpovac said. "Pyraxia is more than just a country; it's a haven where all races and affiliations can live, vacation, and rest in peace. It's a place where everyone is welcome—pirates, marines, Fishmen, giants, and any other race you can think of. I intend to open the kingdom's borders to everyone in nine months, including Celestial Dragons."
Sengoku's expression tightened as he listened. "Celestial Dragons? You do realize the consequences if they're not treated with the... respect they expect, right?"
Xpovac's eyes hardened, and his voice grew cold. "They will not receive any special treatment in my kingdom. If they attempt to assert any control over my land or engage in behavior I deem unacceptable, I will kill them. I'll personally deliver their bodies to Mary Geoise as a single, unmistakable warning to the world's so-called 'nobles.'"
Garp erupted into laughter once again, slapping his knee. "Well, brat, I've got to say, I'm surprised that you've managed to set up a whole country. But threatening the Celestial Dragons... that's a big move. I didn't know you had it in you."
Sengoku, however, was less amused. He set down the saber and crossed his arms, his gaze boring into Xpovac. "Considering you said everyone, I'm going to take a wild guess and assume that you're including pirates, marines, Fishmen, giants, and all the other races?"
Xpovac nodded, his expression serious. "Yes, I literally just said that you going senile old man? Pyraxia is for peace. The islands are designed to accommodate every race, and even though the country is in the New World, it's protected from the harsh weather that typically affects the region. Additionally, I'm planning to establish a system that will allow people from all the seas to travel to Pyraxia with relative ease after undergoing background checks."
The two older men listened intently as Xpovac continued. "I'll be creating travel points in each sea. At these points, there will be guardian Pokémon and hired employees who will handle the checks and issue travel permits. People will be able to choose between a citizen permit for permanent residence or a visitation permit for a temporary stay."
Sengoku quietly reached for the Den Den Mushi on his desk, activating it to record the conversation. He wanted to make sure he had a record of Xpovac's plans; it wasn't every day that someone declared the creation of a kingdom in the New World that welcomed all races and affiliations.
After recording enough information, Sengoku cut off the Den Den Mushi. "Well, thank you for the information," he said. "However, I would suggest trying to negotiate with the Celestial Dragons first, before resorting to drastic measures. We'll spread the information about your island's border opening in nine months."
Garp, taking advantage of the pause, grinned at Xpovac. "Since you said nine months, I assume you'll be building these travel points and hiring employees in that time?"
Xpovac stood up, his expression softening slightly. "Yes, that's the plan, old man." Turning to Mew, who had appeared beside him, he gave a nod. "Mew, teleport me back to the base."
In an instant, Xpovac and Mew vanished from the office, leaving Garp and Sengoku sitting there, still absorbing everything that had just been said.
