"The indiscriminate killing of felons in Impel Down is against the rules."
Inside the Warden's Office, Tsuru spoke calmly to Ron, who was busy polishing his blade.
"Rules?" Ron looked up, his tone defiant. "Now that I'm the warden of Impel Down, *I* make the rules here."
He glanced at Tsuru. Although he respected her to some degree, he was determined to do things his own way, unaffected by anyone else's opinions.
"Don't trouble yourself over such trivial matters. These inmates are all death row prisoners. I'm just sending them off early and saving some resources."
"Consider it an honor that they get to serve a purpose before they die," he added, his voice dismissive.
Sakazuki, who was standing nearby, remained silent but clearly approved.😤
 In his view, sending criminals straight to hell was the only fitting end for them. As Marines, their duty was to deliver the worst villains to their fates—not to keep them lingering in Impel Down.
Tsuru, however, had her reservations. Though she didn't mind executing a death row prisoner, she didn't agree with indiscriminate killing.
"Impel Down lacks sufficient top-level combat power to contain a potential uprising. If something happens on the sixth floor and those criminals escape, we'll struggle to control them," Ron said this to Tsuru in a slightly soft tone of voice.
The Eternal Hell housed several Admiral-level powerhouses, along with Vice Admiral-level criminals. If they were to break out, the current guard force might not be enough to contain them all, even with the help of those present.
"We're in a unique situation," Ron continued, his tone steely. "Taking out these 'unstable elements' early is the best way to prevent any chaos."
Tsuru hesitated but nodded. As unpleasant as it was, early execution did reduce the risks for Impel Down.
With the death row inmates on the sixth floor gone, there would be far less chance of a large-scale revolt in Eternal Hell. And if prisoners on the other floors attempted a breakout, the stationed guards could easily quell it.
With Sakazuki and Tsuru convinced, Ron felt his position was solidified. As long as they were in agreement, they essentially had the final say within Impel Down. The remaining guards and staff had little say in these decisions, and even Magellan was now just a subordinate to Ron.
The next day, Ron returned to Eternal Hell to select another criminal from the sixth floor.
"Bo Ross, former No. 3 of the Rocks Pirates," Ron recited, his gaze sharp as he studied the thin, elderly man before him. Bo Ross had a heavily wrinkled face, a tattoo over one side, and a hunched posture that belied his past strength.
This frail, unassuming man had once fought Sengoku for three days and nights without losing and was finally subdued only by Vice Admiral Garp. At his peak, Bo Ross had been among the strongest at sea, a true powerhouse atop the pyramid.
Unfortunately for him, he crossed paths with Garp, one of the Marine's most formidable. Now, after years in Eternal Hell, his strength had declined. Yet, even now, Ron estimated he had only a 50% chance of beating the man in a fair fight.
"If I kill him," Ron thought, "Crimson Cry could enter its third evolutionary stage."
The third stage of Crimson Cry's evolution would bring a substantial power increase. However, Ron still had to sharpen his Haki, improve his Devil Fruit abilities, and refine his skills in hand-to-hand and weapon combat to reach Admiral-level.
It would require mastering two of these skills to the highest level and specializing in one area to challenge an Admiral for extended periods. If Ron continued training and improved his Haki and physical abilities, his combined strength with Crimson Cry might reach true Admiral status.
"When I get old, I can barely recall the past," Bo Ross muttered, his tone weary as he hunched over, seeming utterly harmless.
Ron tossed a key at his feet, taunting, "Unlock the shackles. If you can defeat me, you're free to walk out of Impel Down."
Bo Ross sighed as he picked up the key, slowly removing his seastone shackles. These were no ordinary chains; they were crafted by the World Government's tech division to inhibit Haki and blood flow, sapping the wearer's strength. Costing billions of Berries, they were used only for the most dangerous criminals.
As the chains dropped to the ground, Bo Ross's aura changed dramatically, like a caged beast finally unleashed. A fierce and oppressive energy radiated from him, distorting the air and cracking the icy floor underfoot.
"Interesting!" Ron murmured, watching the transformation. Bo Ross's powerful Haki and presence melded seamlessly, creating an aura that burned like fire and twisted the surrounding air.
This combination of Conqueror's Haki and Armament Haki was rare, and the overwhelming strength alone could incapacitate Rear Admiral-level Marines.
Yet, after so many years in prison, Bo Ross's strength had declined. Despite his past glory, his current power was likely a shadow of what it once had been.
"How much strength do you have left?" Ron asked, a gleam of excitement in his eyes. Fighting someone of this caliber would push him to his limits.
"Enough to kill you," Bo Ross growled, his aura intensifying as green energy surged through him, revitalizing every cell in his body in a powerful technique known as *Return of Life*. Muscles rippled and expanded, and his once-frail body transformed into a powerful figure, looming four or five meters tall.
He clenched his fists, covered in dark purple Haki, as a powerful storm of energy radiated from him, forcing Ron to brace himself against the pressure.
Looking down at Ron, Bo Ross sneered, his voice dripping with malice. "Young man, are you ready… for death?"
