"Is that true?"
A voice echoed through the empty room.
Youya was stunned for a moment, then realized who it was.
Youya wasn't used to it and complained immediately, "Brother Jing, can you come out first and then talk... It's so creepy to just speak out of nowhere like that..."
Uchiha Kagami's figure materialized in the Hokage's office.
He was wearing a ninja combat uniform and an Anbu mask on his face. Standing upright with his hands at his sides, his posture showed a respectful attitude, distinct from Nara Shikaya's more relaxed demeanor.
Youya shook his head and laughed. "Why so serious? Brother Jing, you saved my life, you know."
That much was true. If it hadn't been for Sarutobi Hiruzen and Uchiha Kagami stalling the Second Raikage for over ten seconds, Youya would likely have died long ago.
"It's a matter of hierarchy," Uchiha Kagami replied calmly.
Youya sighed, setting down the marker he had been holding, no longer in the mood to write.
"Yes, it's true," Youya finally said, looking up at Kagami. "If he agrees, then I'll keep my word."
Kagami raised his head and asked, "Then... can this school be built within the Uchiha clan's territory? I'll speak to the family."
Youya immediately chuckled.
"That's not going to work," he said, shaking his head. "Precisely because you're an Uchiha, we can't have the school built there."
Members of the Uchiha clan tended to have strong, often intense personalities, partly due to the influence of the Sharingan. If a place like a school was built in their territory, it might end up having a negative impact on the students.
Youya cared deeply about the students, who were Konoha's most valuable assets.
While there were many influential families in the village, Youya had a preference for the Nara clan's atmosphere. Even if it made the school environment more laid-back, he was sure that assigning extra homework could motivate the students.
Uchiha Kagami stood silent, unmoving.
Youya sighed again and considered his words carefully. "There is an institution that might work in the Uchiha district. If you're serious... maybe try persuading your family?"
Kagami asked quickly, "Can it generate 100 million ryo in three years?"
Youya paused and then chuckled. "Ah, yes, it can. Easily."
In fact, it was a certainty. Once operational, the institution could generate even more revenue.
He handed an old piece of papyrus to Kagami. The Uchiha could tell it was a planning document from two years ago, when Senju Tobirama was still around. The foresight seemed almost prophetic.
Kagami took the document and, after reading just a line, froze in shock. Because of the mask, Youya couldn't see his expression, but he imagined it was quite a reaction.
"You can keep it," Youya said. "Whether it succeeds or not, I'm not in a hurry."
Kagami nodded in silence and departed.
Youya doubted the Uchiha clan would agree to his proposal anyway. His plan involved something very simple, yet essential: a hospital.
And yes, it would include a morgue.
Youya also had plans for a crematorium. Both were profitable and necessary, but the ninja families were bound to resist.
The Uchiha, obsessed with reputation, would never accept a facility like that on their land.
Medical infrastructure in Konoha was still underdeveloped. Even basic medical teams were rare, and a formal system wouldn't take shape until Tsunade pioneered the field years later.
Still, if the Uchiha did agree, it would be both a blessing and a challenge for Youya. He would have to work nonstop, devising training manuals and coordinating construction.
But, unsurprisingly, the Uchiha clan declined, and their leader was furious. Youya suspected that mentioning the morgue and crematorium had offended them.
The next day, Nara Shikaya arrived for work as if nothing had happened, despite rejecting Youya's proposal. Youya considered scaring him for fun, but he was interrupted by a knock at the office door.
It was his secretary, bringing the first shipment list from Iwagakure. Delighted, Youya forgot all about Shikaya, rushing to inspect the list of potatoes, soybeans, wheat, and wild greens.
Pleased, he signed off and instructed his secretary to arrange a special dinner featuring Iwagakure's vegetables. His secretary, preferring meat, was less enthusiastic.
At lunchtime, Youya unexpectedly ran into Uchiha Rou.
"Hey, long time no see!" Youya greeted, surprised to see him.
Rou's smile was warm but brief, fading into a more reserved expression. Curious, Youya invited him to lunch.
As they ate, Youya reminisced about their school days, like the time he tricked Hinata Kazuko into sharing her bento. Rou smiled softly, recalling the memories.
But when Youya asked who Rou was visiting, his smile disappeared.
"Yuya," Rou said, his voice pleading. "Please... stop targeting our Uchiha clan. We mean no harm to Konoha. We just want to live peacefully. Can you stop opposing us?"
Youya's expression turned cold.
