Fortunately, there was no need for him to supply all his chakra in an instant to gain the charge. He could keep supplying chakra to his kekkei genkai and wait for it to get to the equivalent rank.
However, the rank of the charge would stop increasing once the chakra supply is halted for some reason. So, if Reko wanted to charge it then he would have to control a very thin string of chakra and keep doing it passively.
Because once stopped,it would remain as Genin charge or Chunin rank if that's where he stopped, unable to rank up. In the case when he did not even use 10k CP, the chakra would slowly get back to him, slowly, not like another chakra reserve.
"If Steal could store chakra too, then it would have worked like Tsunade's jutsu. But no problem, I can learn that from Tsunade herself." Reko said with lust for power in his eyes.
"Now I know that Chakra is effective for almost all my charges. Though, the amount is something I would not be able to come up with. At least not now!"
Reko could have held on for two days, but after that time it would get really exhausting for him to keep meditating.
It's good that experiencing Tsume's POV also helped Reko to increase his chakra control overall. Otherwise, it would have taken him even longer to supply chakra and gain charges.
"Currently, I have got two options. Either I practice shadow clone jutsu together with Rasengan or I charge Steal." As Reko thought out loud, he analysed that either he could make his clone train for Rasengan or decide to not waste chakra on them and just charge Steal, his kekkei genkai.
This would be the most effective method as making a shadow clone would halve his chakra reserves, and then storing chakra in Steal would be very exhausting.
"Let's see if I am able to keep up with both the task at the same time!" Reko decided that he would try out both options together. Even when halved, his chakra reserves was good enough, prompting him to try it all.
"Shadow clone jutsu!" Reko made the handsigns as he made a clone once again. Right now, he was only planning to make one clone, avoiding excessive drain.

"You should go and get the training materials while I explore the kekkei genkai." Reko ordered the clone. He needed ballons, and rubber balls to train.
"It's time to grind, because there's no shortcut for Rasengan but intense training." As Reko recalled the process of getting used to shape manipulation, he realised that there was no shortcut to this. It was just simple chakra control, if he were good at it then he would ace it instantly because he already knew the exact imagination needed to use Rasengan.
If Reko happened to be bad at chakra control, which he believed was not at all true, then he would have to suffer in a way similar to Naruto.
"Maybe there exists one shortcut, but killing a Jonin is far more difficult for me than enduring the training for Rasengan." Reko corrected his words as he decided to supply some chakra at the spot where he had felt the Steal charges were stored.
He knew that killing a Jonin would instantly give him a Jonin rank charge, allowing him to easily learn something like Rasengan. But that was really difficult for him at the moment. So, he decided to just stick with his training.
"I should have good chakra control and my chakra reserve is large. So, it should not take me any longer than Naruto, less than a month then." Reko analysed as he recalled the training in anime.
"Taking into account that I would train with cheats like shadow clone jutsu, and finer chakra control than Naruto should make it shorter by a week at the very least." Reko also knew of the shortcuts like using a shadow clone jutsu. So, he could shorten the time by a lot. He believed he would take not more than a week.
"Naruto comes back in 2.5 years, meaning that I have 30 months before the pain arc begins." The time skip after Sasuke retrieval mission and Naruto's return to the village was two and half years.
This meant that Reko had only 30 months before the main events start. He needed to get stronger, near S level before that to survive.
"No! I have already lost a month. So, it's 29 months." Almost a month was already lost, so it made sense to only count 29 of them.
Just as he was tinkering with the spot near his temple in the head to supply chakra to his kekkei genkai, the shadow clone had come back from the shopping.
"Good, fill the water balloons." Reko ordered, though the shadow clone was already prepared and seemed excited to be trying out the training.
The clone brought a dozen water balloons in a bucket and sat in front of Reko with his eyes closed and a water balloon in his right hand.
"Focus on making rotation in different direction!!" Reko said out loud as he tried to visualise waves like a cyclone. He knew the water walking and stuff so it was easy for him to move the water inside the balloon.
"Not that difficult, I can feel the water inside it moving albeit slowly." Reko excitedly said as he felt that he was able to move the water from inside and make it flow.
