[Gotham Police Department, Gotham City]
"Heya Jim, you turn in that report yet bud?" A slightly overweight and balding man asked a younger blonde cop. Jim scratched the back of his head nervously, "Sorry Captain, I'll get right to it!"
Captain Thomas Smith, laughed and patted Jim on the back, "Yeah you do that kid," he walked into his office, put his feet on his desk, and closed his eyes.
"Ahhh so this is what you've been doing while taking my father's money huh?" The voice of a young woman made his eyes open in shock.
"Whose there?!" He opened his drawer and gripped his revolver. He frantically looked around his office but saw no one. He bursted the door open, "Jim! Did anyone come through the front door?!"
Jim looked up from his computer in confusion, "Uh, no captain, no one has came in. Why?" Jim saw the gun in his captain's hand and his confusion was now tinged with a bit of worry.
"Ah, uh, never mind. If anyone comes into the precinct let me know immediately." Jim nodded and Thomas retreated back to his office. He kept his gun on his chest and tried closing his eyes again.
"My my, how scary! What if you shot me or something captain!" The girls voice rang in his ears again. Thomas opened his eyes and gripped his gun again.
"WHOEVER YOU ARE SHOW YOURSELF!!" Thomas yelled as he waved his gun around frantically. A cold laugh echoed throughout his office and what came from the shadows made him want to faint.
A young girl with pale white skin, large jet black wings, and inky black hair that melted in the shadows. Zara gave the captain a curt bow.
"Hello there captain," She said with a laugh. The captain was aiming his gun at her still but the fear in his heart caused his hands to shake.
"W-WHO ARE YOU?!" He yelled and she put a finger to her lips, "Ssshhh, you don't want Jim to hear you right? I would hate for him to see you like this."
"You don't recognize me captain? I'm Zara Caldwell, daughter of the famed defense attorney, Henry Caldwell. The one who murdered his wife? I came to you for help, I CAME TO THIS PRECINT FOR HELP! But the money he gave you all must have been enough to turn a blind eye to a young girl being tortured by her father." Zara yelled and then shrugged. Thomas was speechless but still kept his gun trained on her.
"T-That can't be true! Zara isn't some creature! She was a sweet young g-" Thomas was cut off by Zara's hand around his throat.
"Shut the fuck up. I didn't come here to listen to you spout such bullshit captain. I want the truth. How much did my father pay you?" Zara's voice was ice cold and her eyes were the same. Thomas tried to raise his arm to shoot at her but the grip around his neck caused him to drop his gun.
"Answer me Thomas and do it quickly before I demonstrate what my father did to me."
"T-Twenty Thousand!" Thomas choked out causing Zara to frown.
"Was this a one time payment or was this monthly? Give me details you fat son of a bitch!" Zara yelled as the office door opened. Jim saw Zara holding Thomas by his neck and tried to reach for his gun. Zara waved her hand and a thin shadow passed through his neck before his head came right off.
Thomas pissed himself which only angered Zara more, "You useless scum. I don't even care about the payments anymore. I care more about you Thomas and your daughter, Lydia, your wife, Martha, your sons, Terrance and Marcus, your mother, Gloria, and your father Vincent. I care about your whole family Thomas don't you see?"
Thomas' eyes widened at her mention of his entire family. He tried to beg but her grip was too tight, "How about we pay them a visit huh? I'm sure they would be delighted to see you." Zara and Thomas descended into the shadows and reappeared in a warehouse.
"A nice family reunion don't you think?" Zara said with a wide smile. Inside the warehouse was every single named family member tied to a chair. Zara dropped Thomas on the ground and he coughed as he caught his breath.
"Come forth, Alessia." Zara commanded and a woman dressed in a maid outfit rose from the shadows. She had gray hair and heterochromic eyes, with the left one being black and the right one being white.
She kneeled as she spoke "Milady I will accomplish any task you give me." Alessia said with great respect in her tone.
"I need you to tie this fat piece of shit up for me but make him face his family." Alessia nodded and dragged Thomas by his hair to a nearby chair.
"Hello Smith family! I've brought you all here tonight as a pseudo jury! Although I don't really care about your verdict, or opinion, or you!" Zara smiled as she paced back and forth.
"Genome, come forth." Zara commanded and a man rose from the shadows. He has one large eyes and was dressed in black form fitting robes with a top hat that had an unusually wide brim.
"How may I assist you my queen?" Genome asked whilst kneeling. Zara tapped her chin, "You're a scientist of some sort right? Can you create some serums for me?"
"What kind of serums your majesty? I may have a few already in stock." Genome said and Zara smiled brightly, "Yipee!! I just need a few truth serums, one that causes excruciating pain, maybe two or three of those , I think that's about it honestly."
"As you wish your majesty! I do in fact have those in stock, those are the easiest ones to make." Genome dug his hand into his body and pulled out six different syringes. Three of them were blue and the other three were a murky green color.
"Thanks a bunch! Bye now!" Zara waved as Genome descended back into the shadows.
"Okay! Alessia, stick him with this truth serum please!" Zara gave Alessia a blue syringe.
"Understood!" Alessia bowed before she took the syringe and injected Thomas with it.
"Let the fun begin!" Zara exclaimed full of joy.

[GCPD, Gotham City]
"BLEGGHH!" An officer accompanying an older man threw up at the scene. Bodies were strewn everywhere with their organs and blood painting a picture on the walls of the precinct.
"W-What monster could have done this?" The older man, James Gordon said looking nauseous himself.
"I-I'll be right back! Make sure to lock this entire street down!" Gordon ordered as he ran out of the precinct and climbed the ladder on the side of the building. When he was on the roof he shined a spotlight into the sky.
The bat signal. Not even 5 minutes later, Gordon heard a deep voice that was seemingly omnipresent, "What's the matter Gordon?"
"Somebody or something just killed every single officer that was working at the precinct tonight!" Gordon yelled. Batman exited the shadows, "Show me."
Batman and Gordon came off the roof and an officer ran towards him with fear in his eyes, "Commissioner you have to see this!!"
Gordon followed the officer and Batman did as well from the shadows.
"Oh my god.." Seven heads were placed on stakes above the precinct. Each head had a letter carved into them.
"Justice."
