Part of the Strength of People like him or Kizaru is because they have a strong willpower, or an amazing drive that they will not stop for anything, even when their life is at stake.
But the most common reason that people at the Ice Admiral can never get stronger is because their will is too weak, even their Haki can not evolve into a higher realm like the Admirals.

Because even tho he had the drive to do anything to become the pirate King, his will was actually not that strong, and it was shown when Kizaru and Kuma decimated his crew.
Only after that did he suddenly get tens of times stronger when training with Rayleigh on the island, and it was not because of Rayleigh, because Garp trained him too.

Those 2 are Gion and Chaton, The sister of Tsuru, and Chaton is just that Guy, who is in love with Gion, hehehe~
Kizaru looked at the Marines and he took back his aura while calming down, he had never done this before, but someone as strong as he needed to have some pride to become this strong.

Sengoku said, and Gion stood up, her long thick thighs showing a spider tattoo on her left leg, while Chato got up from the floor with a blush on his face, Gion cringed in Disgust before walking away.
Kizaru watched before he turned into a light beam, and exited through the window, leaving a Sengoku cleaning up the documents on the desk, and alone with his thoughts.
Time slowly passed, and it had been a day since the Bounty of Sukuna was selected, and right just then, Sukuna appeared next to an island with his ship.
"SO this is Cocoyasi village~"
Sukuna smirked as next to his ship, another ship was parked, with a Fishman with blue skin sleeping on it, as if he was untouchable and couldn't be disturbed by anything.

Nami behind Sukuna looked up, and her dull eyes started shining just the tiniest bit as she noticed the Fishman on the ship, if only he woke up, then she would be free~
"Heh~ I bet you think I will be killed?"
Sukuna suddenly smiled, his face overshadowed as he looked down, trying to hold back his laughter, She really thought that Arlong would kill him, he did not even have golden Haki, like crying!
Nami behind Sukuna suddenly threw a rock toward the Fishman, and maybe because of her desperation, the stone managed to hit the Fishman straight between his eyebrows.

The Fishman woke up,. and with an angry face he looked towards where the rock came from, and then he saw Sukuna, and not Nami as she was being covered by Su kuna's large frame"
"Bastard!"
The Fishman stood up and jumped into the water, a few seconds Later, the water bulged like something was coming out, and the Fishman that dropped into the sea, sprang out.

With speed beyond the eyes of a normal Human, the Fishman pounced on top of Sukuna, his mouth open wide, with sharp shark-like teeth between his gums.
