From the history book I read and the picture I saw, the man in the military uniform was known as Velderik Raider the 1st, in flesh, even though I saw him through Ivan's memory and a holographic image. He was the founder of the Velderik Galactic Federation and the one who initiated the Galactic War.
Nonetheless, I could felt, sense and experienced what Ivan experienced, so it could be said that I witnessed this secret meeting between the three federations in person as well.
However, in my present days, in SE 20, it was his second son, Velderik the 2nd, who ruled the Velderik Galactic Federation.
