High Willow City Sky Observation Bureau Headquarters issued a new appointment this morning.
The appointment designates the General Flag Envoy of the Outer South Bureau, Wu Chang, to supervise the construction of the new city and all related matters!
His position as General Flag Envoy remains unchanged, concurrently holding the role of "New City Inspection Envoy"!
He now possesses the authority to oversee both the outskirts and the new sectors of High Willow City!
In case of emergencies, he is granted the authority to enact immediate execution without prior approval!
This is an appointment document personally signed by the Commander.
From today on, Wu Chang remains a General Flag Envoy, on equal footing with other General Flag Envoys of various bureaus.
However, the powers granted to him as an Inspection Envoy even enable him to execute the General Flag Envoy of High Willow's outskirts if there is indisputable evidence!
