According to the records, of the four counties in the Shattered Domain, Ningxi County, governed by Xu Zhijie, was the largest in area but had the least population. The people were destitute, their complaints boiling over everywhere. Xu Zhijie also maintained a large army which ranked first among the counties, yet when facing the Witch Clan, he retreated repeatedly, and it was only when the Xu family took charge, uniting the various sects and the Grotto Heaven forces into a coalition, that they could drive back the Wuyu Clan.
