Answer: It's important to realize that there is only one surveillance fish for every few hundred miles. What does a few hundred miles mean? It's the same distance from Yangzhou to Suzhou. Over such a vast distance, do you really expect to randomly find a scout fish at any given point? If that were the case, it would be extremely unusual!
Qin Yu and the others chose a location. It was just that big, hundreds of miles—imagine if your friend was somewhere on the road between Yangzhou and Suzhou, could you just pick a random place and run into them? I suspect even after a hundred tries, you wouldn't be that accurate.
