Shortly after, as Zhao Meng turned back to his seat, the telephone on his desk rang.

"Hello, Director Zhao, I'm Guan Yi."
Upon answering, Guan Yi's voice came through the receiver, sounding angry, with a hint of worry beneath the indignation.
"Hello, Secretary Guan," Zhao Meng responded calmly, referring to Guan Yi by his former official position.
