Only Awakened beings can become hunters — must be born awakened. Everyone has a set potential rank depending on talent. Progression rate depends on effort and innate ability.
Each hunter has at least one affinity. Having more than one is very rare and only gifted to those who have a high potential [Some A rank Hunters, and mainly S rank and above]

Elemental:
Water, Ice, Fire, Earth, Air, Lightning
Body:
Enhances one basic stat exponentially, and also increases the rate of improvement for that stat
Strength, agility, stamina, health, intelligence
Energy: allows manipulation of one of the below
Dark, light
Skills:
Special abilities that are attained through a tome, which fetch extremely high prices. Tomes can only be used once. [Innate] skills is something most hunters with an S rank potential have, and is a skill they are born with.

Hunters vs Civilians:
It is a 20/80 split, meaning hunters are relatively common but the majority are weak ranks. [20% being hunters, 80% being civilians]
4 Kingdoms, each with one flagship Hunter academy. There are many other hunter academies, for those who don't meet application requirements, or fail the exams.
The requirements for the elite flagship academies are very strict. Imagine Harvard level.

Beasts spawn in dungeons. You enter dungeons through naturally spawning dungeon gates, which are relatively common. There are a few major authorities who can detect where and when a dungeon spawn, then immediately dispatch Hunters to go lock the area down, and clear it out.
When all monsters inside a dungeon are killed, the gate collapses.
For public usage, there are other organizations that fairly allocate enough dungeon gates for free-use of any registered dungeon teams.
