Every step had been a struggle, from building alliances, fending off Galdros, and quelling internal dissent, to solidifying his control over the former Kingdom of Earlshide's lands. But now, standing on the cusp of his greatest achievement—the unification of the Rimuru Empire—Padrino allowed himself a moment to consider the price that had been paid.

"Your Majesty," a voice broke the silence. It was Marko, entering the room with his usual calm demeanor. "The council is assembled. They're waiting for your final decision regarding Galdros."

Padrino nodded but didn't turn from the window. "And what do you think, Marko? Should we accept Galdros' surrender terms or push further?"

Marko hesitated for a moment, his strategic mind weighing the options. "They've been weakened considerably. If we push, we could absorb their territories entirely, but it will come at a cost. Rimuru is strong, but another extended conflict may spread us thin. However, accepting their surrender now might leave us vulnerable to betrayal later."

Padrino closed his eyes briefly. "There are no easy choices anymore. Every path forward seems to carry its own risks."

"You've always made the difficult choices, and they've brought us here," Marko said, stepping closer. "But perhaps now, we need to consider a future beyond war."

The words hung in the air, and Padrino knew Marko was right. The people had sacrificed so much—there were families torn apart, cities destroyed, and entire generations affected by the conflicts. "The Kingdom of Galdros has offered surrender terms," Padrino began, his voice firm and commanding. "They've ceded their outermost territories and proposed a treaty of peace, offering reparations for the damage done during the war. They've also sworn to never rise against us again."

A murmur ran through the room as everyone processed the information.

Prince Benimaru was the first to speak. "We've crushed their armies, Your Majesty. We could easily take their capital and absorb Galdros into Rimuru. This could be our final victory."

Hinata leaned forward, her eyes sharp. "But at what cost? The people are exhausted. We've been in a constant state of war for years. Another campaign might break what remains of our morale."

Vincent, the minister of trade and economy, added, "Our resources are stretched thin. The war has been expensive, and while we've managed to rebuild our infrastructure, we can't continue to fight without severe economic repercussions. Galdros' reparations could help us recover."

Asuna, who had always been more focused on diplomacy and the well-being of the people, nodded in agreement. "Perhaps peace is the greater victory here. If we bring Galdros under our wing through diplomacy rather than conquest, we might secure lasting stability."

The room fell into a contemplative silence. Padrino's gaze swept over his council, seeing the different perspectives laid bare before him. Each of them had valid points, and they were all loyal to the kingdom he had built. But the ultimate decision lay with him.

"Marko," Padrino said finally, turning to his closest advisor. "What would you advise?"

Marko's expression was unreadable for a moment, then he spoke. "We've won the war militarily, but the real victory will be in securing the peace. If we force Galdros into submission through violence, we risk creating resentment that could spark future rebellions. But if we offer them a chance at rebuilding with our guidance, we may forge a stronger future for both nations."

He stood from his seat, the weight of his crown heavier than ever.
