After half a day, Kisaragi returned to Konoha and summoned Uchiha Shin.
"Has Uchiha Fugaku been up to anything lately?" Kisaragi asked, cautious as ever.
"Kisaragi-san, Uchiha Fugaku hasn't made any moves, but Third Hokage did pay him a visit," Shin replied.
"Sarutobi Hiruzen visiting Uchiha Fugaku, huh? Heh…" Kisaragi chuckled. He could easily guess Sarutobi Hiruzen's intention for the visit.
"Kisaragi-san, when do you plan to become the clan head?" Shin asked eagerly.
"I could try to take over now, but do you think Uchiha Fugaku would allow it? Not only him, but there's a group of people who would oppose it as well," Kisaragi responded.
While there were those who supported him, many within the clan were likely to resist his rise to power.
"Whoever dares to oppose you, I'll kill them," Shin said fiercely, his eyes flashing with determination.
"There's no rush. What's meant to be mine will eventually be mine. They can't escape it," Kisaragi said, remaining calm.
"For now, I have another task for you."
"Kisaragi-san, please instruct me," Shin said, eager to carry out his orders.
"Konoha has been far too peaceful, wouldn't you agree?" Kisaragi asked with a smirk.
"Isn't peace a good thing, Master Kisaragi?" Shin questioned, confused by the statement.
Kisaragi gave him a sidelong glance. "What's the purpose of the Konoha Police Force? It's to maintain law and order in the village, right?"
"If Konoha is too peaceful, we won't have any work to do. If we have no work, then we're useless," Kisaragi explained.
"It makes sense," Shin nodded, though he still felt something was off.
"So, to ensure we have work every day, we need to create some. You're going to start collecting security management fees from the shops. We work hard to keep the village safe, so they should compensate us for it."
"But Master Kisaragi, what if they refuse to pay?" Shin asked, knowing it wouldn't be easy to collect money from the villagers.
"If they refuse, you just need to find ways to 'persuade' them. Cause trouble for them, make it so their shops can't function properly. If they don't pay the protection fee, they shouldn't expect to run their business in Konoha."
"I understand now, Kisaragi-san! If they don't pay, we'll give them a reason to regret it. Don't worry, I'm good at this," Shin said, a sinister grin on his face.
