The next was Wu Cong. A slightly thin and scrawny looking man with a large hooked nose. But he had sinister eyes and a deeply scheming mind.
[Wu Cong (Apprentice Warrior-18th Stage): The wise and well-thought scholar that has travelled the world sharing many of his arguably arrogant opinions. He is renowned for his deep schemes and scams, but if used by the right person he can be a valuable asset.
His greatest reliance is a Silver Fan that he found as a Youth. This fan possesses incredible strength and can hide five sharp blades used to sneak attack the enemy.
It can be cultivated and improved through a colossal amount of resources.

Unlike the Eighteen Arhats and Voltaris, who had special techniques, and Richard who had a special Physique, Wu Cong received a higher rating due to his mind, and more importantly his weapon!
The Heavenly Dao often provides ratings based on anything. Even great wealth can improve your rating. And equipment is the easiest way for Lords to cultivate talented Warriors with extreme combat power.
But it is also the hardest to improve. As it can be incredibly difficult to improve equipment.

Lucy's talent isn't focused on combat, but rather gaining the hearts of the public. For normal Lords this was a great bonus, able to help them manage the entire God's World!
But for Tang Gao the greatest bonus comes from future Reincarnations. If Lucy is sent in, with her Charming Physique she can definitely bring the most geniuses in.
