Chapter 29 - .

**Humanity POV**

The world council was the earth's Human ruling body of government, taking the place of former nations humanity as a whole banded together and with their strongest members founded the World Security Council, one the surface this organization made it look like humanity was unified In their struggle but really only the Tier 8 humans were truly unified, they were humanities super weapons against the mutant beasts own 8th tiers, humanities power was outnumbered in the previous world wars that put humanity at the risk of extinction for the last couple of decades they had recovered but in the meantime the beasts likewise were multiplying and powering up.

While the Council implicitly had an agreement with the mutants beasts which declared that there would be peace the council knew this peace would not last forever, humanity had been pushed from being the sole masters of the earth to competeing for reasources against the mutant beast clans.

With humanity still infighting among the lower ranks this gave the beasts an advantage to casually increase their numbers and powers building up for the final war before they reclaim the earth from the humans.

The council was comprised of 8 humans these were the sole survivors of the previous war, each was responsible for ruling over roughly 20-30 cities which covered the lands still under human control.

These cities were ranked 1st – 5th depending on their overall power the 5th rank cities were the weakest cities where the only requirement to become a resident was to awaken, while the higher ranked cities had higher requirements until you reached the 8 capital cities which housed the WSC leaders, these were the true bastions of Humanity.

Just like how the 5th cities use the outposts as a way to mine reasources and farm awakened, the 4th through 1st use the lower ranks to obtain reasources.

Like a pyramid scheme each pulled in from each other weakening the already weak to strengthen the stronger.

This time the council leaders were sitting in session, not in person they attended through a AR presence, The United States leaders sat at the front of setup with the other 7 leaders arranged displaying at holograms seated at a horseshoe shaped table.

"My fellow leaders you've received the same report I did."

"Yes, and it's contents are surely the reason you've reached out to call us together"

"Yes, we've all known that the armistice agreement was in our best interests, as well as theirs."

"As I've been saying since it happened we should've finished the beasts of then and there, letting them recover was our undoing."

"Settle down we've heard your position for decades, and it's not like you've really been adhering to it anyway. The work we've had to do to prevent the fires of war from springing up once again."

"Agreed we're here to talk about how things are now, not about what was done In the past."

"Exactly and that's where this report comes from, our scouts and expedition teams reported back that the beasts are on the move. They've launched a siege action against a number of the lower cities, and almost all the outposts have been wiped out in the process."

"Are you saying we couldn't stand against mere beasts?"

"They used our own tactics against us. They assault one city slowly, allowing time for the emergency call to be made drawing in higher ranks from nearby cities, it's at that moment the real attack comes, not against the target city but by those who just sent their strongest defenders away."

"So the beasts have learned from the last war… that or perhaps we've a traitor in our midst whose given away our tactics to become a pet to those beasts."

"With the loss of all these cities and personel we're put in a tough position, we can hit back now but doing so means open war once again and from the addendum report provided it's not a war we can win."

"Say's you, we 8 survived the last war."

"Yes but we've not had even one more member join this council after obtaining power, meanwhile the beasts have been reproducing rapidly and our scans indicate their total number of 8th ranks to be close to 100 by now."

"that means, if they attack all at once… we're finished."

"Unless we can break through to the 9th tier, that or something changes resulting in those of the 7th rank breaking through and joining us in the 8th tier to help even the scales. We humans are stronger transcendants than the beasts but even then only 2-3 of the same rank could be taken on at a time, any more and it would prove fatal."

"So what do you propose?"

"We need to push back, humanity has been on the defensive since the end of the first war, we only just barely survived the 2nd, we need to convinve the cities to send out assaults more than just the scouts, we need to cultivate strong warriors fast, and nothing helps with that more than combat."

"So you mean to start the offensive by throwing the people to their deaths under the hope that some of them will be golden eggs capable of advancing under the conditions."

"Well what other choice do we have, we bought peace at the blood of millions and in all that time we just wasted the chance we had to win the war for good and now are at a massive disadvantage."

**Mutant Beast POV **

"Wahahahaha perfect the humans have been dealt a blow they can never recover from!! Across the planet dozens of their cities have fallen in one stroke of our genius!! Now the other Lords and Kings cannot refuse our request to once more resume the war against the humans."

"Even if their eights get involved it's already to late, their remaining cities don't have the ability to properly support themselves with the loss of their lesser cities and the outposts that farm for them."

"What the report from Ireland?"

"What report?"

"Your highness, while the army assembled crossed the channel to attack the English fortress city, it seems the humans launched their own counter offensive and captured most of the irish lands, while establishing new cities on the shores."

"Grrrrrr. So it seems the humans do have some fight left in them, but it won't be enough!"

**Commander POV**

The days continued to pass by and in the end, our territory had increased considerably, we had properly founded bases on Sweden and Norway to the north, and established dominance over close to half of Ireland and entering Greenland.

The overall number of bases was up to six at this point, and thanks to the beasts having left Ireland behind, with their invasion army storming for Trent left the homeland vulnerable and it quickly fell to the march of our forces.

As for the situation at Trent… it wasn't very good, the beasts had arrived and begun to besiege the city but not before they had practically razed the surroundings, not literally but using a spy plane we could see that everything created by human hands had been destroyed utterly, while the stores were consumed with gusto.

The siege had begun two days ago, they rushed the walls onto the be repulsed both times, while the city had suffered losses the number was within expectations as the beasts suffered greater under the defensive fire bearing down upon them from the human canons mounted on the walls.

As it stood Trent should survive the attack but they'll be at a loss not only had they lost the outposts and all operations maintained by them, but even worse yet was the wholesale slaughter of all the outpost inhabitants, overall millions of civilians, hunters, scouts, and farmers were slain.

Unless they receive aid from the European mainland Trent would be finished.

On the other side, our diplomatic force successfully visited the Scottish fortress city of Inverness.

While the city inhabitants were beyond wary of our visiting force in the end they were allowed entrance into the city but only after agreeing to keep the vehicles and all ranged weapons out of their city.

Leaving a squad behind to guard everything the rest entered the city.

Getting the first true glimpse of life within the city beyond what could be seen through the eyes of the spys.

The cities people were 4 parts curious, and 1 part scared of the visitors who'd come from beyond the wall.

The city dwellers were one thing but the truly curious were the city leaders, the families that were strongest were curious not so much to know who lay beyond the wall but as to whether they could be used, if their power could be obtained to serve the families.

In the end they did manage to secure an agreement but not as much as they hoped for.

We offered to sell them weapons greater than what they currently had.

After showing off our rifles, and machine guns that through the weapons factory could hunt up to tier 5 beasts, the city quickly made an order from us.

Surely they thought if we could sell guns such as these we must be holding onto other far greater weapons if we were willing to cast off ones like this.

For trade the diplomatic squad received a large amount of supplies that they had asked for, mainly food stuffs, which would allow Jake and his forces to further enhance their ability to produce food within their territory and by doing so support a larger population.

Jakes other intention was to get better feel for the way humanity actually lived and the report he received over the radio from his men made that picture pretty clear.

Humanity was not doing well at all.

On the surface they appeared to be surviving pretty well but after looking closer humanity was stagnating.

The fortress cities were created as the bastions of humanity but their rules for joining the cities were weak, most lost the drive to become stronger after reaching the security of the cities.

However just before the squad was going to leave something changed.

City soldiers started to pin up flyers and posters announcing a draft that had been called by the World Security Council, every citizen under the age of 60, and older than 16 was being conscripted into the forces, ample rewards were promised but upon hearing so, Jake was convinced something had happened to wake humanity up from their slumber and it had to be pretty bad for a full mobilization order to come down from on top from what he had learned up till now humanity was in survival mode but now the world leaders seemed to be making a play tossing away survival in place of mass assault, given the beasts actions against Trent perhaps the 3rd world war had begun at long last?

Having only a rough idea, Jake began to further reinforce his positions, using resources to completely enclose his territory in not only landwalls, but also sea walls, lining them with fortifications to fend of any possible assaults, meanwhile the Eastern wall towards Trent was doubled up, since the beast army was still present assaulting the city if their assault fails they might be driven west towards the Scarlet domain, to prevent a possible breakthrough the border wall was increased, the thickness of the walls increased and a 2nd layer created similar to how Axiom had been created to be multilayered.

The defenses are untested aside from dealing with a few stragglers from Trent and Inverness back when they were first created, so the precautions taken were just Jakes paranoia but it was always better to be safe than sorry.
