Gasoline had become a controlled item. As a resource that diminished with each use, it had to be allocated wisely.
As for electric vehicles... the current power grid simply couldn't handle the load of electric cars.
The only solutions were bicycles, tricycles, and a greater use of public transport. But even these things would take time to produce, at least a few months, I suppose.
