There were simply too many Gold-level professionals wishing to follow a Legendary Strongman.
If these Legends were open to accepting followers, they wouldn't need to do anything else with their days. Even dedicating all their time to mentoring wouldn't be enough.
Furthermore, for Legendary beings, Gold-level professionals were mostly useful as assistants in regular times, nearly useless in battles at the Legendary Level.
So very few Legendary beings were willing to recruit Gold-level professionals on a large scale.
