Even during the last Trial, survivors from several other destroyed powerful civilizations did not have the qualifications to directly join Human Civilization.
Instead, they first had to be absorbed by Affiliated Civilizations of Human Civilization, from which select individuals of high quality would be progressively chosen after an array of strict assessments, before they could ultimately enter Human Civilization to truly become its members.
Even so, there was still a stark differentiation in treatment.
