Yes, the incident had been tentatively classified as a riot.
Because even though the police arrested Jeff immediately after the video was leaked, and the district attorney declared that he would undoubtedly prosecute Jeff.
But the riots happened anyway.
The riots shouldn't have occurred, right? The man was caught, what more do you want?
But it seems they've forgotten, it wasn't just one black woman who died in Phoenix. Before that, there was a black man who was shot in the head on the street, and even earlier, five good black youths were gunned down in the community at night.
Five lives! Five!
The PPD's conclusion was that it was infighting amongst them.
Add to that years of accumulated resentful energy, along with a little bit of Demonic Qi stirring the pot, and that was enough to make them explode.
After the first wave of gunfire, the protest crowd soon dispersed, but that doesn't mean the protests here would be over just like that.
