Asher didn't use it. He had to see the person so he could use the Element follower. But he had no access. He could give it to Rose though. But how was he going to get it to her? He cannot visit her without alarming people.
The workers here were just workers. They were servants in a way. But they were restricted. He was a fake worker so he had to keep in mind and act like them so as to not get caught.

Cora shook her head.
